Purchasing Manager manages procurement and purchasing operations and implements the strategy to provide the materials and services to meet organizational requirements for quality, volume, availability, and pricing. Maintains strategic supplier relationships, negotiates contracts, and implements systems for monitoring performance, assessing risk, and responding to changes in demand or disruptions in the supply chain. Being a Purchasing Manager collaborates with other functions to define current and future inventory requirements and manage inventory levels. Implements processes and systems and utilizes technical tools to analyze data and increase responsiveness to material demands. Additionally, Purchasing Manager oversees auditing processes to ensure procurement and recordkeeping comply with any applicable industry or governmental regulations. Typically requires a bachelor's degree. Typically reports to a director. The Purchasing Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Purchasing Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Essential Duties and Responsibilities:
    1. Functional, Supervisory and Management Duties:
    1. Plans, organizes, directs, and controls activities related to the procurement function.
    2. Analyzes markets and delivery conditions to determine present and future material availability
    3. Designs, implements, manage, and monitor procurement reporting systems to meet company requirements.
    4. Recruits and maintains suppliers that provide high quality products and services at a better price while maintaining the highest code of ethics and conduct.
    5. Prepares and issues purchase orders and change notices.
    6. Arranges for the disposal of surplus material.
    7. Purchases steel and manufacturing supplies.
    8. Coordinates raw material shipments.
    9. Manages and coordinates sublet fabrication.
    10. Arranges for disposal of scrap.
    11. Aids in the maintenance and of plant equipment and facility.

    2. Leads, and manages all purchasing initiatives to maximize organizational efficiency and profitability
    3. Develop and enforce purchasing policies and procedures and internal controls
    4. Support Company management with performance analysis
    5. Identify and communicate internal risks and opportunities to company management
    6. Purchase material within budget and required delivery schedule.
    7. Perform special projects as assigned by company management

    Qualification Requirements:
    1. Education and/or Experience:
    1. Degree relevant to Purchasing from a two-year college or university. Equivalent combination of education and experience will also be considered.
    2. Managed a Purchasing Department for at least 3-5 years
    3. Experienced in the development of purchasing systems
    4. Knowledge of or experience in the construction industry
    5. Experienced in the development of internal purchasing policies and procedures
    6. Proficient with MS office applications and experience with Fabtrol/Tekla Required
    7. Able to carry out responsibilities in accordance with the organization’s policies and applicable laws.
    8. Conducts business operations in an ethical, people oriented, results driven manner consistent with the long term goals of the business
