Purchasing Manager manages procurement and purchasing operations and implements the strategy to provide the materials and services to meet organizational requirements for quality, volume, availability, and pricing. Maintains strategic supplier relationships, negotiates contracts, and implements systems for monitoring performance, assessing risk, and responding to changes in demand or disruptions in the supply chain. Being a Purchasing Manager collaborates with other functions to define current and future inventory requirements and manage inventory levels. Implements processes and systems and utilizes technical tools to analyze data and increase responsiveness to material demands. Additionally, Purchasing Manager oversees auditing processes to ensure procurement and recordkeeping comply with any applicable industry or governmental regulations. Typically requires a bachelor's degree. Typically reports to a director. The Purchasing Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Purchasing Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     A Purchasing Manager job is available with The City of Fort Worth Code Compliance Department. The candidate will be responsible for managing the procurement of goods and services for the City of Fort Worth Code Compliance department to establish contracts and purchase agreements with suppliers and to perform a variety of technical tasks relative to assigned area of responsibility. The candidate must have strong purchasing skills along with the ability to provide exceptional customer service, communicate clearly and concisely, possess strong data analytical skills, and be able to provide purchasing recommendations to their department.

    Minimum Qualifications: 

    • Bachelor’s degree from an accredited college or university with major course work in business administration, public administration, or a related field.
    • Five (5) years of increasing responsible experience in purchasing or contract administration; including two years of administrative and supervisory responsibility.
    • Two (2) years of experience in purchasing for public or private agencies.

    Preferred Qualifications:

    • General knowledge of State and municipal government purchasing laws, budgeting with experience reviewing departmental line item budget details, policies and procedures, particularly for the City of Fort Worth.
    • Experience preparing and reviewing bid specifications and other purchasing documents
    • Experience using PeopleSoft Financials Purchasing module and Perceptive (or similar automated invoice management systems).
    • Experience preparing training materials, job aids and process charts; facilitating training sessions and meetings.
    • Experience leading, managing and implementing programs, projects or initiatives, purchasing through cooperative and/or interlocal agreements.

    The Purchasing Manager job responsibilities include:

    • Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; and making hiring, termination, and disciplinary decisions or recommendations.
    • Lead the department’s procurement functions, including reviewing, prioritizing and delegating procurement requests and activities; interpreting, implementing, and enforcing purchasing policies and procedures; and provide training and guidance on purchasing matters.
    • Prepares bid specifications and other necessary documents related to the purchase of equipment, materials, services, and supplies.
    • Participates in the purchase of equipment, materials, services, and supplies.
    • Solicits bids from appropriate vendors; compares costs and evaluates the quality and suitability of equipment, materials, services, and supplies.
    • Prepares Mayor and Council communication for new agreements, the extension of existing contracts, and other information as necessary
    • Work with the Code department to determine purchasing needs, specifications, areas of standardization, and special problems as it relates to the Code and core operations.

    Physical Demands

    Light Work – Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work.
