Purchasing Director manages procurement and purchasing operations and implements the strategy to provide the materials and services to meet organizational requirements for quality, volume, availability, and pricing. Maintains strategic supplier relationships, negotiates contracts, and implements systems for monitoring performance, assessing risk, and responding to changes in demand or disruptions in the supply chain. Being a Purchasing Director collaborates with other functions to define current and future inventory requirements and manage inventory levels. Implements processes and systems and utilizes technical tools to analyze data and increase responsiveness to material demands. Additionally, Purchasing Director oversees auditing processes to ensure procurement and recordkeeping comply with any applicable industry or governmental regulations. Requires a bachelor's degree. Typically reports to a director. The Purchasing Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.     Position Summary:
    Provides support within Finance and Administration to aid the Service Center with the purchasing of higher level, quality, and cost-efficient services and supplies for campus departments and providing business travel support for campus departments. The position will provide vendor and complex product research, and development of detailed bid specifications for higher level technical and complex equipment including capital projects the majority of the time as specified by established SOU policies.
    This position will also assist in developing purchasing and contracting procedures, clarifying policies, and training internal staff. This position is responsible for ensuring that procurements are in compliance with all federal and state laws including but not limited to ADA, OSHA, FERPA etc requirements as well as SOU policies.

    The position requires significant vendor and product research and creation of complicated and detailed bid specifications for all bid opportunities, including but not limited to ITBs, RFIs, RFPs, RFQs.

    This position will also provide guidance to campus staff in adherence to University policy regarding business travel and managing the University travel procurement card. This position will also assist in the development of travel related policies and procedures.

    Minimum Qualifications:
    • - Three years of purchasing experience which must include using purchasing practices, procedures, and techniques such as determining specifications, placing purchase orders, and processing requisitions.
    Preferred Qualification :
    • Bachelors degree in Business Administration or a closely-related field
    • Three or more years of relevant purchasing experience including using purchasing practices, procedures, and techniques such as determining specifications, placing purchase orders, and processing requisitions
    • Experience with Ellucian Banner-Finance Database systems, Workday, or comparable database systems.
    • Experience using querying and reporting tools.
    • Extensive knowledge of University travel policies and procedures.
    • Extensive knowledge of University procurement card policies and procedures.
    • Extensive knowledge of federal, state and SOU procurement and contracting polices.
    Knowledge, Skills, and Abilities:
    Excellent communication skills; ability to effectively communicate information in a clear and understandable manner, both verbally and in writing. Demonstrated customer service experience requiring a very high level of diplomacy and professionalism to effectively handle a broad range of sensitive interpersonal situations.
    Demonstrated ability to interpret and consistently apply a wide variety of complex policies and procedures where specific guidelines may not always exist. Ability to work with frequent changes in policies and procedures, under pressure of deadlines in a fast-paced environment.
    Strong analytical and research skills; ability to gather, evaluate, and to develop well-reasoned conclusions and recommendations. Ability to proactively assess work operations and anticipate potential problems; ability to develop and implement strategies for preventing/resolving problems.
    Ability to effectively perform work of a highly sensitive and confidential nature that requires access to information. Ability to exercise sound judgment and discretion, tact, and diplomacy.
    Initiative in independently planning, organizing, and performing work assignments within broadly defined parameters.
    Ability to coordinate several functions and determine the relative importance of each; ability to work with a high level of productivity and accuracy/attention to detail. Excellent organizational and time management skills with the ability to set own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines.
    Excellent computer skills and proficiency with a variety of computer applications including word-processing, spreadsheets, databases, online systems, social media platforms, Internet as well as online calendaring and email.
    Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in and outside the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
    Ability to adapt to and work effectively in a heavily bureaucratic environment which requires regular interaction with a number of levels within the organization and multiple outside agencies.
    Working knowledge, or ability to quickly learn, university infrastructure, policies and procedures.
    Ability to provide training and direction to others, as well as student assistants.
