Purchasing Director manages procurement and purchasing operations and implements the strategy to provide the materials and services to meet organizational requirements for quality, volume, availability, and pricing. Maintains strategic supplier relationships, negotiates contracts, and implements systems for monitoring performance, assessing risk, and responding to changes in demand or disruptions in the supply chain. Being a Purchasing Director collaborates with other functions to define current and future inventory requirements and manage inventory levels. Implements processes and systems and utilizes technical tools to analyze data and increase responsiveness to material demands. Additionally, Purchasing Director oversees auditing processes to ensure procurement and recordkeeping comply with any applicable industry or governmental regulations. Requires a bachelor's degree. Typically reports to a director. The Purchasing Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Purchasing Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments. Position Summary
Purchasing Specialist position is computer intensive, pivotal, challenging and multi-focal. This position is supervised by the Finance Director and provides purchasing support to the nonprofit’s internal direct services staff, focused on providing aid to clients.
Essential Functions and Responsibilities
Simultaneously uses multiple computer software
Demonstrate intermediate/advanced Excel skills
Manage purchasing and receiving for the agency from ordering through reconciling
Directly communicate with vendors due to order changes, discrepancy, late product, etc.
Keep personnel notified regarding order status
Project expense tracking
Utilize purchasing software - updating users, product data, and controls
Back-up other Purchasing Specialist, as needed
Maintain purchase order records in accounting software
Provide training and support to staff regarding purchasing and receiving
Maintain sensitive and critical documentation
Job duties will expand as needed and as knowledge and ability is demonstrated
Other responsibilities as assigned by the Finance Director
Area of Focus
There are two purchasing specialist positions within HIV Alliance. This position will be a blend of client aid, program supply, and general agency purchasing. Both Purchasing Specialists will be cross-trained on the others focus for coverage as needed.

Required Qualifications
Associates degree in Accounting or 2 years of related experience
Sensitivity to, and ability to maintain, confidential information
Valid Oregon Driver’s license, driving record sufficient to be covered by agency auto insurance policy
Ability to pass agency criminal background check
Completion of TB test, provided by agency
