Purchasing Director manages procurement and purchasing operations and implements the strategy to provide the materials and services to meet organizational requirements for quality, volume, availability, and pricing. Maintains strategic supplier relationships, negotiates contracts, and implements systems for monitoring performance, assessing risk, and responding to changes in demand or disruptions in the supply chain. Being a Purchasing Director collaborates with other functions to define current and future inventory requirements and manage inventory levels. Implements processes and systems and utilizes technical tools to analyze data and increase responsiveness to material demands. Additionally, Purchasing Director oversees auditing processes to ensure procurement and recordkeeping comply with any applicable industry or governmental regulations. Requires a bachelor's degree. Typically reports to a director. The Purchasing Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Purchasing Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Basic Purpose of Position: Responsible for the planning, development and organization of the purchasing department. Manage all major purchasing activities to support business goals and objectives. Review aggregation of purchases, periodic purchasing commitments and pursue cost reductions.

    Primary or Major Responsibilities:
    • Manage the purchasing function to support growth targets and business plan.
    • Functional management of the purchasing staff and coordination with Program Managers.
    • Develop, implement and manage systems to support requirements for key vendor selection, material procurement and cost reduction expectations.
    • Establish and maintain contacts with key suppliers to ensure visibility of future growth and plans supporting or impacting Vanguard.
    • Participate in business planning and decision making.
    • Maintain and approve the purchasing of supplies and services necessary for operations, including equipment, tools and materials.
    • Manage process for supplier qualification, selection and performance evaluations.
    • Monitor costs, schedule and performance of suppliers.
    • Monitor component lead time issues and assist as necessary to support our production and delivery commitments.
    • Manage the negotiation of purchase contracts, scheduling and expediting of deliveries and maintenance of inventory levels.
    • Routinely evaluate price trends and establish price and performance objectives.
    • Working knowledge of FAR, DFARS and applicable Public Law preferred.
    • Monitor and evaluate purchasing metrics – including on-time delivery, quotations in process, inventory turns, MRB, receiving discrepancies and RTV.

    Minimum Requirements:
    • Bachelors Degree in, Supply Chain Management, Business Administration or a Materials related degree program with APICS certification.
    • 5 plus years of progressive experience in the production planning, scheduling, purchasing. Knowledge of material control, contract law and international sourcing.
    • Experience and knowledge of electronics manufacturing operations and high-level assembly/box build.
    • Thorough knowledge of purchasing operations and administrative functions.
    • Superb leadership, communication and interpersonal skills; an ability to function in a collaborative environment; sensitivity to others; high integrity and intelligence; excellent judgment; a conceptual thinker, strategic as well as pragmatic; and an ability to generate trust and build alliances with co-workers.
    • Ability to mesh well in a collaborative team based high performance management environment. Mesh well with the existing management team by being a good listener and a team builder.
    • Experience with Material Resource Planning systems and an above average working knowledge of the Microsoft Office Suite of programs such as Excel, Power Point and Word.
