Public Transportation Driver

  • The Orange County Transportation Services Department has an opening for Public Transportation Drivers.  An employee of this class is responsible for transporting residents over specified routes based on a designated time schedule. Work involves providing a safe, reliable, efficient, and customer friendly transit service to all residents of Orange County, completing a manifest, maintaining knowledge of Orange County road systems, and providing administrative support by assisting in the Orange County Public Transportation (OCPT) office as needed.
     
    Work is performed under the general direction of the Transportation Administrator, with some leeway to exercise independent judgment within the framework of applicable rules, regulations, policies and procedures in the performance of duties, both in terms of planning and accomplishing work, and in making decisions regarding needs and requests. Supervision is not a responsibility of this class. Does related work as required.

    * This is a safety sensitive position and participation in the Drug and Alcohol Program is required.  Background Check is required. Fitness for Duty Assessment is required. Current MVR required. Examples of Essential Functions
    Following are examples of typical work activities and responsibilities. The incumbent may be responsible for performing other related duties and responsibilities as required or assigned.  A position may not include all the work examples given, nor does the list include all that may be assigned.
     
    Provides public transportation services on an assigned fixed or flexible route and/or schedule; operates a variety of multi-passenger vehicles requiring a Commercial Driver’s License (CDL) to transport Orange County residents. 
     
    Operates safety equipment including hydraulic lift, wheelchairs, and mobility security devices to ensure passenger safety and well-being; assists passengers on and off vehicle. 
     
    Operates open-air radios to ensure safe and timely arrivals, departures and transfers en route while protecting client confidentiality. 
     
    Maintains driver’s manifest and ridership information utilizing proprietary software applications on tablets or other electronic devices, and provides supervisory notification, and Motor Pool notification on a regular basis. 
     
    Monitors and maintains the interior and exterior condition of the vehicle.
     
    Performs routine pre- and post-trip safety inspections on assigned vehicle and at the end of shift.
     
    Contacts the OCPT Dispatcher when and service disruptions or medical issues arise. 
     
    Ensures passenger fees are collected and verified by software application.
     
    Picks up and transports animals during inclement weather.
     
    Performs office/administrative support duties such as data entry, justification of manifests, and answering the telephone; assists administrative staff by acting as dispatcher as needed. 
     
    Performs other duties as required.FULL PERFORMANCE OF KNOWLEDGE, SKILLS AND ABILITIES 
    Thorough knowledge of relevant State and Federal laws and regulations governing public transportation systems.
     
    Thorough knowledge of traffic laws, rules, and driving courtesy techniques.
     
    Thorough knowledge of the procedures and policies of Orange County Transportation Services.
     
    Thorough knowledge of HIPAA guidelines and the ability to apply guidelines to client information and records.
     
    Thorough knowledge of first aid and CPR principles and practices.
     
    Good knowledge of the County road system and geography.
     
    Good knowledge of occupational hazards and safety laws, rules, regulations and practices.
     
    Good knowledge of the basic mechanical operation of buses and other vehicular equipment, and of fleet maintenance procedures.
     
    Good knowledge of drug and alcohol testing procedures for Federal, State, and local governments.
     
    Skill and demonstrated experience in the operation of large transit vehicles in all weather conditions. 
     
    Skill in using defensive driving techniques. 
     
    Skill in operating multi-passenger vehicles, hydraulic lift equipment, and mobility equipment for handicapped passengers. 
     
    Skill in operating radio communications systems.
     
    Skill in being customer-focused, adept at problem solving and working collaboratively with others.
     
    Skill in public and interpersonal relations and customer service.
     
    Ability to demonstrate sound judgment, integrity, resourcefulness, accuracy, thoroughness and the physical condition commensurate with the demands of the position, while maintaining an ethical standard of care.
     
    Ability to follow written and oral instructions. 
     
    Ability to communicate complex information effectively with a wide variety of people, both orally and in writing, and deal with culturally diverse populations.

    Ability to work with limited supervision, and plan, organize, and prioritize daily assignments and work activities.
     
    Ability to establish and maintain effective professional relationships with County staff and the general public, and deal with the public in a courteous and tactful manner
     
    Ability to effectively problem solve and handle difficult situations, and react calmly and quickly in emergency situations. 
     
    Ability to read and understand moderately complex written information.
     
    Ability to organize and consolidate information, maintain records, prepare reports, and complete assignments accurately and timely.
     
    Ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software to maintain records, prepare reports, and conduct correspondence related to the work.

    MINIMUM QUALIFICATIONS
    Requires one (1) year of public transportation driving experience, and the ability the read, write and perform basic mathematical skills.

    SPECIAL REQUIREMENTS
    Possession of a valid Commercial Driver’s License (CDL) with Passenger (P) endorsement issued by the State of North Carolina.
     
    Must be at least 21 years old.

    All offers of employment are conditional upon successful clearance of pre-employment drug testing, background check including Motor Vehicle Record and Fitness-For-Duty Assessment.  Employment cannot commence until the employee has been cleared.
     
    Continued employment is subject to Federal Transit Administration (FTA) and NC Department of Transportation regulations for transit drivers.
     
    This classification is considered safety sensitive, and is subject to random drug and alcohol testing, as well as random background checks.PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDS
    Ability to physically perform the basic life operational support functions of driving, standing, sitting, pushing, walking, bending, pulling, stooping, kneeling, lifting, crawling, climbing, carrying, grasping, reaching, talking, hearing, handling and repetitive motions of the hands, wrists and feet and considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving close tolerances or limits of accuracy.

    Ability to perform medium work, exerting up to 50 pounds of force on a recurring basis to lift, carry, push, pull or otherwise move objects.
     
    Must possess the visual acuity to drive a vehicle, observe surroundings and activities, perform extensive reading and operate a computer terminal.
     
    Worker is subject to inside and outside environmental conditions including extreme hot and cold temperatures, atmospheric conditions (wind, rain, ice/snow and humidity) for extended periods of time during the day or night.
