    Nature of Work: This is advanced and specialized work in the activities and programs of the Human Rights and Relations Department. Work includes developing and maintaining policies and procedures, mentoring staff and reviewing their investigations, determinations and settlements, mediating the conciliation of complaints and developing training content to increase public awareness of discrimination and equal employment opportunity. Serves as a subject matter expert on Federal, State and City civil and human rights laws and investigates complex discrimination charges. General supervision is received; however, incumbents exercise independent judgment regarding work methods, procedures, and techniques.

    Education and Experience: The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience.

    Bachelor’s degree AND Three (3) years of progressively responsible experience in any of the following: the application of civil rights laws and regulations; processing complaints alleging discrimination in employment, housing, public accommodations; or civil and human rights

    OR

    Seven (7) years of progressively responsible experience in any of the following: the application of civil rights laws and regulations; processing complaints alleging discrimination in employment, housing, public accommodations; or civil and human rights

    Special Qualifications: Must be able to transport oneself or coordinate transportation to work sites throughout the City during the course of the work day

    Pay Range: $67,704.00 with step increases to $89,107.20 Annually

    Who Can Apply: Applicants for a closed competitive posting are required to meet the following: Candidates must be a current or former City of Omaha employee in any of the following categories: Part-time, Seasonal, Classified, Unclassified, or Probationary, who has worked, at the time of application, at least 1,040 cumulative hours within the last 5 years and has been employed by the City at sometime within the last 18 months and who meets the qualifications as set forth in the posting.

    Examination Information: The examination will consist of a training and experience form designed to assess job-related knowledge, skills, and abilities of the position. The training and experience form will be given to candidates once their application has been received, reviewed by a recruiter, and accepted to test for the position. The form must be completed and returned to the Human Resources Department by March 6, 2024 (passing score 60%). Final eligibility list will be the training and experience form weighted 100%.

    Veteran Points: To claim five (5) points for veteran’s preference, you must submit proof of service (such as a DD-214) that includes the date of induction, date of honorable separation, and Social Security number. (You must have completed more than 180 consecutive days of active duty.) To receive an additional five (5) points credit for disability, you must submit proof of eligibility from the United States Department of Veterans Affairs dated within the last 12 months. This information must be submitted to the Human Resources Department by March 6, 2024.

    Required Knowledge, Skills, and Abilities:

    • Knowledge of investigative or research techniques and federal, state, and local civil rights laws
    • Knowledge of interviewing techniques and civil rights investigations
    • Knowledge of and ability to operate a computer or other technology using standard or customized computer or systems software applications appropriate to the assigned tasks
    • Ability to conduct effective personal interviews
    • Ability to handle complex intake scenarios
    • Ability to learn and adapt to advances in computer and electronics device technology and software
    • Ability to establish and maintain effective working relationships with fellow employees, community partners, and with members of the general public
    • Ability to analyze data, prepare reports, and make recommendations from information gathered by research and investigation
    • Ability to draft proposals regarding complaints and investigative procedures
    • Ability to analyze departmental procedures relating to civil rights programs and recommend policy revisions in accordance with laws and ordinances
    • Ability to maintain currency of department policies and procedures
    • Ability to mentor others to include training, assigning work, establishing deadlines and monitoring performance in partnership with the Director and Assistant Director
    • Ability to develop lesson plans and training aids for public education programs
    • Ability to prepare and negotiate settlement agreements
    • Ability to effectively communicate in order to address groups and gather information on alleged discrimination cases and present training seminars
    • Ability to understand written or oral instructions
    • Ability to adhere to safety policies, procedures, and guidelines
    • Ability to sit 51 to 75% of the time and to stand and walk 26 to 50% of the time
    • Ability to move objects weighing up to ten (10) pounds 0 to 33% of the time

    Essential Functions: Any one position may not perform all of the duties listed, nor do the listed examples include all of the duties that may be performed in positions allocated to this class.

    • Investigates complex and visible charges of discrimination by gathering complete data, conducting legal research, analyzing results and preparing case review summaries.
    • Develops and maintains training and manuals to guide enforcement of civil rights laws. Creates and maintains templates. Ensures training, manuals, process, and templates align with current law and policy.
    • Completes final review of staff investigation summaries for accuracy and completeness and accepts or rejects the reports and subsequent settlement agreements. Ensures investigations are completed in a uniform manner and in accordance with federal, state, and municipal civil and human rights laws.
    • Escalates complex legal matters to City Law Department.
    • Identifies emerging legal issues and discusses with senior staff as needed. Implements approved application of legal issues. Maintains current, specific knowledge of civil and human rights laws.
    • Mediates the conciliation of charges of discrimination with parties involved in accordance with acceptable department standards; uses data and reports during consolidation and finalization of cases to be presented to the Human Relations Board.
    • Leads development of lesson plans and training aides for public education programs to identify and correct unlawful discrimination.
    • Coordinates and executes the outreach plan in collaboration with the Director and Asst. Director.
    • Addresses public, civic, and private groups to increase public awareness of discrimination and inclusion in employment, housing, and public accommodations.
    • Recommends and drafts human rights strategies and plans. Executes the strategy, targeting priority issues for compliance, education and outreach. Drafts proposals regarding complaints and investigative procedures.
    • Reviews department procedures relating to housing, employment, and other civil rights programs and recommends policy revisions in accordance with laws and ordinances.
    • Performs site visits.
    • Maintains regular job attendance in accordance with a schedule established for the position by the supervisor.
    • Performs other related duties as assigned or as the situation dictates within the scope of this classification.
