    The Property Evidence Supervisor supervises the operation of the Police Property and Evidence Unit, and four employees. As a Property and Evidence Supervisor, you will be responsible for overseeing the efficient management, storage, and disposal of all property and evidence collected by the department. This role involves maintaining the integrity of the chain of custody, ensuring compliance with legal and procedural requirements, and coordinating the retrieval and release of items per department policy. This position reports to the Records and Evidence Manager in the Administrative Division, and has frequent contact with GPD employees, the Weld County Drug Task Force, attorneys, vendors, and the public.

    Experience, Knowledge, Skills:

    Minimum Requirements

    • 1-3 years working with police evidence storage, retrieval, and preservation.
    • 2-4 years increasingly responsible administrative support and customer service 
    • Valid Colorado driver’s license.

    Preferred

    • Previous supervisory experience desired

    Knowledge, Skills, and Abilities

    • Knowledge of City ordinances and Colorado state laws applicable to the functions of the Property Evidence Unit.
    • Experience documenting and tracking inventory or related experience.
    • Demonstrated data entry skills and intermediate computer skills.
    • Intermediate skills with Microsoft Office Suite and familiarity with Public Safety software systems, including RMS and digital evidence management software.
    • Knowledge of evidentiary chain of custody.
    • Documentation and record keeping.
    • Collaboration with legal authorities.
    • Knowledge of the business and organizational structure of Colorado municipalities. 
    • Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal.

    Essential Functions:

    • Log the property and evidence into our Evidence Management System (EMS).
    • Preserve the integrity and condition of criminal evidence submitted.
    • Ensure compliance with the laws of evidence, General Orders, and Standard Operating Procedures relating to the handling of property and evidence.
    • Respond appropriately to inquiries regarding items held by the Department, including authorization/verification to release to the appropriate person.
    • Manage essential documentation for case disposition and/or petition the Weld County DA’s Office for permission to dismiss property on felony cases.
    • Maintain chain of custody on all items of evidence.
    • Research information on unclaimed evidence and property.
    • Dispose of unclaimed property as authorized by the Court or applicable laws, orders, or procedures.
    • Deliver evidence to appropriate laboratories as required.
    • Manage the inventory of supplies for packaging evidence. 
    • Transport abandoned or dispositioned property off campus for proper destruction.
    • Assist citizens who come to the Police Department to retrieve their property.
    • Address frequent requests from the DA’s Office for original evidence, documents, discs, or other media.
    • Testify in court as necessary.

    Supervisory Responsibilities

    • Supervise full-time Court Specialist.
    • Organize and delegate assignments to team members.
    • Hiring, training, motivating and coaching employees.
    • Evaluate employee performance and goal setting.
    • Hold employees accountable for assigned tasks and goals.
    • Provide timely and constructive feedback and training opportunities.
    • Provide training opportunities with a focus on employee development.
    • Resolve conflicts and complaints.
    • Reviews and approves timesheets, ensuring compliance with the Fair Labor Standards Act.
    • Monitors employee compliance with department policy and human resource policy and procedure and keeps upper management aware of potential issues.

    Work Environment and Physical Requirements:

    • Work is primarily performed in an office environment.
    • Extended periods of time at a fixed workstation.
    • Frequent and inflexible deadlines.
    • Open office environment with occasional excessive noise levels.
    • May be asked to drive a personal vehicle for business purposes.
    • Communication skills sufficient to convey information via telephone, electronically, and in-person.
    • May be required to conduct business in alternate locations within City buildings or field sites; sometimes formal settings.
    • Frequent contact with the public, sometimes facing adverse or confrontational situations with internal/external customers. 
    • Ability to perform multiple tasks simultaneously with frequent interruptions.
    • Subject to inside environment with protection from weather conditions, but not necessarily from temperature changes.
    • Subject to both working alone and in groups.
    • Marginal to moderate hazards that are typically predictable or well protected against with exposure to narcotics, sharp objects, communicable diseases from our activities dealing with drugs, blood and the belongings of persons experiencing homelessness. 
    • Moderate physical activity that requires the ability to lift up to 35 lbs. including heavy tools, safes, car parts, etc. 
    • Must be able to get up and down a ladder and use a hydraulic lift.
    • Experience heights up to 15 feet from the ground.
    • Other physical functions may include stooping, kneeling, crouching, crawling.
    • Stand or walk frequently for the duration of your shift.
    • Sustain arms and hands in same position for repetitive tasks.
    • Regularly work with light hand tools.
    • Visual acuity adequate for interpreting computer screens and documents to assist the public and complete work assignments.
    • Ability to remain in a seated position for an extended period of time.
