    Description

    Job Purpose:  Plans, directs and coordinates facility management services including building and facility operating systems, warehouse, maintenance, purchasing, repair and improvements.  Previews and evaluates current operating procedures and personnel practices and establishes procedures, practice and priorities in keeping with effective operations and cost factors.

     

    Essential Functions:

    1. Supervises trains and evaluates staff directly and through subordinate supervisors/lead workers establishes and enforces operating and safety standards and procedures for all departments; gives direction, resolves problems, and sets deadlines to ensure completion of services.
    2. Prepares and submits department’s budget; monitors budget expenditures; analyzes staffing expenditures requests; reviews requests for additional services; prepares contract specifications negotiates and administers service and construction agreements for maintenance and services.
    3. Analyze markets and vendor conditions for quality, availability and price of materials.
    4. Monitors closely the condition and maintenance of all accommodation and public areas.
    5. In accordance with company policies and internal controls, develops, updates, enforces and implements purchasing, maintenance, receiving and warehousing systems.
    6. Develop Job Description for each team member and keep them updated.
    7. Develops and implements office, operations, and systems instructions, policies, and procedures. Coordinates procedures with all departments.
    8. Directs and coordinates activities of personnel engaged in buying and distributing materials, equipment, machinery, and supplies.
    9. Reviews bids and quotations obtained by purchasing staff and makes selections and recommendations.
    10. Represents Company in formulating policies and negotiating contracts with suppliers.
    11. Ensures the safe operating condition of all facility equipment, tools, machinery, buildings, grounds, utility systems and vehicles.
    12. Provides expertise, direction, and labor and equipment resources, including monitoring of all hazardous chemicals located within the property to ensure that cleanup procedures and results are in compliance with regulations.
    13. Participates in long-term planning of facilities expansion and modifications to ensure that engineering requirements are satisfied within the overall plan.
    14. Reviews and interprets plans, blueprints, specifications, and construction methods to ensure compliance to legal requirements.
    15. Inspect structures to determine structural soundness and compliance with specifications, building codes, and other regulations.
    16. Evaluates new construction premises for cleanliness, including garbage disposal and lack of vermin infestation.
    17. Computes estimates of work completed and approves payment for contractors.
    18. Interviews, hires, and trains department managers and staff; plans, assigns and directs work, appraises performance; rewards and disciplines employees; addresses complaints and resolves problems.
    19. Other duties as assigned.

    Physical Requirements:

    • This position is called upon to examine and inspect all areas of the facility, including attics and basements which require climbing, balancing, crawling and reaching so as to be able to accurately inspect all areas.  Ability to use all equipment associated with the position, including, but not limed to, basic hand and power tools and testing of equipment.

    Minimum Qualifications for Consideration

      • Four years of facilities, maintenance, purchasing and operations experience that included budget preparation and monitoring contract negotiations administration; or
      • Two years as a Facilities Supervisor, supplemented with training or experience in budget preparation and monitoring; or
      • A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.
      • Knowledge of maintenance and preventative methods and procedures used in keeping buildings in code and in orderly condition and in maintaining and repairing utility systems and physical structures of buildings.  Budgeting and fiscal management; business practices followed to prepare bid specification, negotiate agreements and administer contracts; program planning and scheduling; building construction methodology materials; estimating practices, safety practices
      • Ability to plan, organize and manage building operational services; develop, implement and evaluate a variety of building and operation systems and preventative maintenance programs; develop and implement operational and administrative goals, objectives and procedures; research regulations, procedures or technical reference materials relating to building maintenance; collect and analyze data to identify needs and evaluate program/product effectiveness; identify and analyze administrative problems and implement operational changes; understand, interpret and explain laws, regulations and policies governing building operations; make decisions and independent judgments; communicate effectively both verbally and in writing; negotiate; supervise the work of others; delegate responsibility and authority to others; establish and maintain effective working relationships with public officials, department heads, managers and staff.
