Project Management Manager manages and directs the work of project managers and provides managerial oversight for multiple projects. Monitors project scopes, costs, schedules, staffing, communications, outside vendors, and contractual deliverables. Being a Project Management Manager develops standards, processes, and tools used for effective project scheduling and to set and manage quality targets. Addresses internal or vendor issues that may impede project delivery and develops solutions. Additionally, Project Management Manager tracks at risk metrics and facilitates actions to keep projects on track. Establishes data collection and reporting processes to capture key metrics of project activities and to provide periodic reporting. Requires a bachelor's degree. May require a project management certification. Typically reports to a director. The Project Management Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions.     Job Summary:
    The Center for Rural Health is seeking a Project Manager - Data Management & Analysis who will lead a team in evaluation planning and implementation, data collection, management and reporting, as well as the design and maintenance of our data management system. Funding for this position is provided via contract with the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) Prevention Division. This position will be part of a multi-layered team providing evaluation services to the ODMHSAS Prevention Division. The team supports the Prevention Division by ensuring that all reporting and evaluation requirements from Federal and State funding sources are met in a timely manner. Additionally, the team evaluates the overall impact of prevention programs and interventions provided through ODMHSAS’ work with individuals and groups in the business, community, education, family, faith and healthcare sectors. The results of this effort allow the Prevention Division to assess the effectiveness of their work and make decisions about funding and allocation of resources.

    Description of Duties/Responsibilities:
    The Project Manager - Data Management & Analysis will work directly with the Director of Evaluation and Training, as well as the Project Manager, to develop evaluation plans and implement them, collect, manage and report data in a timely manner, as well as design and maintain our data management system in REDCap.

    Specific responsibilities include:
    • Develop and implement evaluation plans for multifaceted prevention programs and interventions based on funding requirements as well as client goals and objectives.
    • Design, develop and maintain a comprehensive data management system in REDCap.
    • Manage data collection and reporting of complex, constantly evolving prevention and harm-reduction projects with large-scale, multi-site data collection for both external and internal clients.
    • Utilize data management system (REDCap), Microsoft Excel and R to generate reports for analysis and evaluation of project goals. This will include data cleaning, the development of charts and graphs, and written narratives in order to effectively present the data to a variety of audiences.
    • Manage two or more junior members of the data management team.
    • Maintain strong client relationships, ensuring that communication is regular, proactive and respectful of confidentiality.
    • Work with staff and partners to achieve the goals and objectives of multiple projects.
    • Attend and actively participate in meetings of the prevention and evaluation teams.
    • Ensure that all reports are completed and submitted in a timely manner.
    • Establish and maintain effective working relationships with colleagues at all levels.

    Ability to lift and carry 8-10 pounds, stoop, reach, stand, walk, finger, grasp, feel, talk, hear, see, and perform repetitive motions with or without reasonable accommodations.

    Position Qualifications:


    Requirements:
    • An Undergraduate Degree in Public Health, Prevention Science, Health and Human Performance, Data Science, Computer Science, or in a related field with specialized training, or equivalent experience.
    • Valid Oklahoma Driver's License
    • A minimum of two (2) years relevant work experience in research evaluation, reporting, data management, or related field or equivalent experience

    Skills, Proficiencies and Knowledge:
    • Expertise in designing and maintaining data management system
    • Research skills, including the ability to rapidly digest information and report on complex subjects
    • Strong REDCap skills, including building and maintaining complex surveys
    • Knowledge of basic R coding or willingness to develop skills within first two months of being hired
    • Experience with Microsoft Excel, including formulas and rules
    • Ability to communicate with diverse audiences
    • Strong project management and organizational skills
    • Deadline-driven
    • Desire to seek opportunities to add value beyond immediate delivery requirements
    • Demonstrated ability to excel in a team-based environment
    • Skill in maintaining accurate records and preparing various reports in a timely manner
    • Experience with presenting ideas and facts effectively and accurately
    • Ability to maintain confidentiality

    Preferred Qualifications:
    • Master’s degree in Health, Public Health, Psychology, Data or Computer Science or similar field with specialized training
    • Certification in evaluation or data management measures

    Work Environment:
    Work is performed in an office, and on occasion at other arranged job sites. Occasional travel will be required in the performance of duties.
