Project Management Manager manages and directs the work of project managers and provides managerial oversight for multiple projects. Monitors project scopes, costs, schedules, staffing, communications, outside vendors, and contractual deliverables. Being a Project Management Manager develops standards, processes, and tools used for effective project scheduling and to set and manage quality targets. Addresses internal or vendor issues that may impede project delivery and develops solutions. Additionally, Project Management Manager tracks at risk metrics and facilitates actions to keep projects on track. Establishes data collection and reporting processes to capture key metrics of project activities and to provide periodic reporting. Requires a bachelor's degree. May require a project management certification. Typically reports to a director. The Project Management Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Project Management Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Location:  Cape Cod National Seashore, Wellfleet, Massachusetts.

    Salary Range:  $80,000-$95,000 annually based on experience.

    This role is contingent upon award.

    Project/Position Overview:

    The project is pavement improvements and other site improvements at select roads and parking areas within the Cape Cod National Seashore. The major elements of work include:

    • Installation, maintenance, and removal of maintenance of traffic and erosion control measures
    • Parking lot, road and sidewalk pavement improvements including pavement removal and installation, etc.
    • Reconstruction and reconfiguring of the intersection within Pilgrim Heights Road to direct traffic in the opposite direction around the loop

    The Park will remain open during construction thus contract activities and logistics must be structured and scheduled to minimize visitor impact. The site requires protective measures to ensure the surrounding area remains undisturbed.

    Responsibilities and Duties:

    • Provide technical assistance and support to CO during construction. 
    •  Knowledgeable in paving, concrete, erosion and sediment controls, materials testing, and construction practices including applicable industry standards, regulations or codes, cost break down estimating and negotiating and technical writing.
    • Prior experience working with Federal Government Project Managers/CORs on assessing and processing change requests, RFI's, submittals, and field observation reports.
    • Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site. 
    • Document issues encountered and problems experienced with the construction contractor. 
    • Review contractor's baseline and progress schedules.
    • Draft project related correspondence for NPS to review and issuance. 
    • Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards.
    • Deliver reports, reviews, evaluations, design work, etc. to CO.
    • Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up.

    Required Education, Knowledge and Skills:

    • Education leading to Construction Management Degree or equivalent.
    • 4 years Construction Management Experience.
    • Minimum of OSHA 30-hour construction safety training required.
    • Knowledge and experience with construction practices including applicable building codes, applicable safety regulations.
    • Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
    • Ability to read and interpret plans, schedules, and other specifications.
    • Written and verbal communication, problem-solving, and conflict resolution skills
    • Average agility and dexterity. Duties will include moderate walking over rough, uneven or slippery surfaces, recurring bending, crouching, stooping, stretching, climbing ladders or similar activities, recurring lifting of moderately heavy objects less than 50 lbs. and regular visits to construction sites.
    • Knowledge of software including Microsoft Project, Word and Excel.
    • Maintain a valid driver's license.
    • Qualified applicant must be able to pass a background check.
    • Ability to communicate effectively with a diverse range of individuals.
    • Ability to multi-task and prioritize in a fast-paced work environment.
