The PEM works with the program manager, other PEMs, technical leads and functional managers to meet the objectives of new product development programs in the medical instrument field. Responsibilities include the planning and tactical execution of the engineering content of assigned projects. The PEM supports the program in creating plans, schedules, and manages execution of the engineering content on projects related to new product development. The PEM’s primary responsibility is to lead the assigned technical team in meeting its objectives for design, schedule, program cost and product cost. The PEM is responsible for performing the management activity in accordance with standard practices and policies.GENERAL PRINCIPAL RESPONSIBILITIES: Develop and maintain project plans on assigned engineering level projects in new product developmentDetermine the applicable resources required to complete a specific task in a project plan including internal resources, external resources at either a supplier/contractor or another Elbit companyEstablish timelines, budgets/estimates and secure support/buy-in from program, functional and senior managementLead teams and facilitate the communication and interaction amongst the functional representativesDevelop cross functional teams to assure proper engineering discipline representation on a taskCollaborate with customer counterparts and team members on projects where applicableIdentify and escalate team issues to appropriate managementUse methods such as percent complete or others to determine if a specific task in a project plan is on timeIdentify roadblocks and bottlenecks to project execution and determine a course of action to eliminate or avoid themDevelop and implement recovery plans for off schedule and unanticipated eventsCommunicate with the engineering resources to ensure that specific tasks assigned to them are progressing at the required completion rateEscalate engineering issues to the appropriate level of management for which the engineering team can not reach consensus.Maintain action item listsConduct project reviews as required; present detailed plan status to senior management as requiredIs responsible for representing project execution issues in stakeholder or customer discussions.Specifically, for the Tetris program this resource will: Develop and maintain the Tetris Program Schedule. Works with the program manager and independently to prepare and update detailed program schedules. Manages multiple program schedules of varying complexity. Develops plans and monitors performance against schedule goals.Assist in the creation of, and maintains program schedules that reflect the appropriate time phased completion of tasks and the application of required resources in order to satisfy company and customer requirements.Inputs the baseline schedule data into applicable tool, MS Project.Works as a key member of the Tetris Core Team to assist the Program Manager and Project Engineering Managers in driving accountability toward achieving the cost, schedule, and scope baseline. Provides regular communication to team members and leadership on the variance to the plan, and helps establish corrective actions.Evaluates status and reports problem areas to the project team.  Considers trends and recommends corrective actions. Performs critical path analysis over the duration of the programs.Assists in the development of program Work Breakdown Structures (WBS), work packages, planning and packages.Reviews and evaluates current scheduling methodology on a continual basis.Performs special projects and studies as required. Assists program managers by researching and gathering specific data (resources, schedule duration, activity constraints and relationship of activities) required for coordination and establishment of program plans and schedules used to monitor and assess program, team or functional progress.  Identifies deviations from established plans and develops recovery plans and actions.Maintain the instrument costed BOMs and report to internal management and to the customerManage development activities as assigned by the program manager QualificationsPOSITION REQUIREMENTSBachelor’s Degree in engineering or equivalent technical discipline with 5 years of related experience to be proficient in the above areas or an equivalent combination of education and experience.  Requires a working knowledge of engineering processes related to systems, electrical, mechanical or software engineering. Familiarity with Microsoft Project and associated applications is needed.
