Project Controls Manager develops and implements standardized project controls to manage budgets, scheduling, and quality for engineering, construction, and other types of projects. Establishes controls and operating policies that identify, monitor, and mitigate risk factors that could impact the success of a project. Being a Project Controls Manager creates standard methods for project estimating, procurement, accounting, work breakdown structure, contract management, reporting, and other project-related processes. Ensures controls address cost or budget considerations, scope changes, supplier performance, and other risk levels. Additionally, Project Controls Manager provides guidance and consultation to project managers. Typically requires a bachelor's degree. Typically reports to a manager or head of a unit/department. The Project Controls Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.     Overview

    Providing construction PM/CM Services on a Train Depot capital project. This is an active facility budgeted for renovation with extensive expansion of the existing facility which will improve connections to bus transit, accommodate transit service to/from a local University and airport as well as add new bicycle and pedestrian facilities, and accommodation for a future train storage.


    Responsibilities

    • Providing PM/CM Consultant Services for a ground up new construction public sector project in the Transportation Market Sector
    • Ensures operations are executed in accordance with company project management procedures and policies
    • Ensures delivery and adherence to contractual requirements and that all aspects of owner contracts are accomplished
    • Oversight of contracts, drawings, estimates, and specifications to ensure relation and compliance to project requirements
    • Coordinate, direct, and monitor activities of contractors/subcontractors, engineers, architects, and related performing entities
    • Manage project controls, cost, schedule, performance activities, and procedures required by the client
    • Identifies and manages risk on the project, and advises and confers with regional executive prior to implementing risk mitigation actions
    • Actively participates on internal teams that focus on continuous improvement of the company
    • Ensures workplace health and safety policies and procedures are clearly communicated and understood by direct reports and enforces rules fairly and uniformly

    Education and Experience

    • Bachelor’s degree in Construction Management, Engineering or related discipline is preferred
    • 5 or more years of experience in the Construction industry with responsibility as a Project/Construction Manager is required
    • Prior experience managing construction of municipal buildings, specifically transportation hubs, is preferred
    • Experience managing construction in a public occupied space is preferred
    • Prior construction / design experience of active traffic areas is preferred

    Knowledge and Skills

    • Proficient user skills with the MS Suite of tools and Bluebeam are required
    • Working knowledge of standard industry tools such as P6 and Procore is strongly preferred
    • Effective verbal and written communication skills to foster and maintain interpersonal relationships is required
    • Provide leadership and financial management support to the project team is required

    Work Environment

    While performing the duties of this job, the employee must regularly work in an office and/or construction environment. Conditions regularly include exposure to outdoor elements, hot/cold temperatures, wet conditions, noise, atmospheric conditions, and cramped quarters. The noise level in the work environment is occasionally loud.


    Physical Requirements

    While performing the duties of this job, the employee must regularly sit, stand, walk, talk, or hear and use hands to finger, feel and handle; frequently reach with hands and arms; occasionally climb or balance and stoop, kneel, crouch or crawl. Specific vision abilities required by this job include close vision, distance vision, depth perception and ability to adjust focus. Must frequently lift and or move 10 pounds and occasionally lift and or move up to 50 pounds.


    Travel Requirements

    This position is site based at the project location in the city of Goleta, CA.

    The annual base salary range for this role is currently $120,000 - $160,000. The Company’s salary ranges are determined by role, level, location, and alignment with market data. The annual base salary range listed here is subject to change at any time, in the Company’s discretion, and does not alter in any way the at-will nature of the employment relationship.
