Project Controls Manager develops and implements standardized project controls to manage budgets, scheduling, and quality for engineering, construction, and other types of projects. Establishes controls and operating policies that identify, monitor, and mitigate risk factors that could impact the success of a project. Being a Project Controls Manager creates standard methods for project estimating, procurement, accounting, work breakdown structure, contract management, reporting, and other project-related processes. Ensures controls address cost or budget considerations, scope changes, supplier performance, and other risk levels. Additionally, Project Controls Manager provides guidance and consultation to project managers. Typically requires a bachelor's degree. Typically reports to a manager or head of a unit/department. The Project Controls Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Project Controls Manager typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Join us at Jacobs as an Instrumentation & Controls Project Manager where you’ll provide project management services for Instrumentation and Control (I&C) / Supervisory Control and Data Acquisition (SCADA) system implementation projects in the drinking water and wastewater industry. 

    Using your experience, your primary focus will be management of regional I&C / SCADA projects, including master planning, design, and SCADA software programming.  Your secondary focus or growth opportunity may include management of Jacobs’ design-build (DB) and design-build-operate (DBO) projects, where I&C/SCADA delivery, including material procurement and detailed control panel design, is self-performed by Jacobs staff. The DB and DBO projects are typically for drinking water and wastewater treatment facilities in the Western United States.

    You’ll be preparing scope and project fee for contracting, working with staff managers for assignment of project resources, approving material and subcontractor invoices for payment, preparing monthly client invoices, tracking change, and managing the delivery to meet the scope, schedule, and budget requirements. You could also be managing staff in multiple Jacobs’ office and/or project locations.

The role will require a self-motivated, detail oriented, quality driven, team focused professional.  Jacobs allows teleworking, but some in-office time will be required for developing relationships and coordinating with project staff. The role will require periodic travel.

    The base salary range for this position is $113,400 to $177,150 for career level and $136,000 to $212,550 for senior level. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training. 

    Here’s what you’ll need:

    • 8 years of direct project management experience delivering instrumentation and control system implementation projects with values over $50,000
    • Experience with typical project management tools including schedules, risk registers, and logs for change management

    Ideally, You'll Also Have:

    • PMI Project Management Professional (PMP) certification
    • Bachelor’s Degree in Environmental, Electrical, Chemical or Mechanical Engineering
    • Active professional engineering (PE) license
    • 5-15 years of instrumentation and control design or software delivery experience
    • Basic understanding of Process and Instrumentation Diagrams (P&IDs)
    • Experience with the following:
      • Allen-Bradley ControlLogix & CompactLogix Programmable Logic Controllers
      • Rockwell FactoryTalk, Wonderware System Platform, and/or Wonderware Intouch HMI systems
      • Implementation of control system Ethernet networks, including fiber optic and CAT-6 cabling systems
      • Operational Technology (OT) systems, including virtual servers and ring networks
      • Instrument calibration and commissioning
      • Control panel design and fabrication
      • Design-build project implementation
      • Work in the drinking water and/or wastewater industries
      • Working for a control system integrator
      • Managing team members in multiple remote locations
