Additionally, Program Supervisor recommends changes to improve process efficiency and alleviate process inaccuracy and duplication. Requires a bachelor's degree. Typically reports to a manager. The Program Supervisor contributes to moderately complex aspects of a project. Work is generally independent and collaborative in nature.     General Functions:

    The ETC Program Supervisor is responsible for oversight of all support positions, safety and security, for 24-hour coverage within the Ernie Turner Center (ETC).  This position has overall responsibility of all day-to-day operations at the residential program, including daily schedules, transportation, self-administration of medication and participant activities in alignment with CITC’s vision and mission, and program goals.

     

    Duties and Responsibilities:

    • Assist the Program Manager with any necessary tasks or duties and act as backup for coverage when Program Manager is unable to be on site. 
    • Provide supervision, mentoring, training and support to Behavioral Health Technician staff.
    • Manage timecards, schedules and coverage for assigned staff. 
    • Assist in procuring items and activities for the program and participants. 
    • Ensure assigned staff track and reconcile all purchases using FYLE and remain up-to-date on their purchases weekly. 
    • Attend daily community meetings to communicate and connect with participants. 
    • Responsible for coordination of Participant calendar, appointments and transportation schedule.
    • Ensures staff and participants’ adherence to day-to-day schedule and assigned tasks.
    • Assist with intake and discharge processes within the center. 
    • Ensure all positions adhere to federal and state regulations, including, but not limited to, food regulations, health and safety regulations, OSHA standards, CARF accreditations and State and Federal guidelines.
    • Update procedures, policies, manuals and orientation binders according to standards.
    • Oversee participant chore lists, assuring responsibilities and daily tasks are adhered to and completed safely and efficiently.
    • Provide training and oversight of medication policy, assuring medication is properly stored and disposed of, and follows participants’ medication and self-administrative procedures in compliance with all State, Federal, and CARF guidelines.
    • Conduct regular Quality Assurance checks on all medication distribution and documentation.
    • Ensure all administrative responsibilities are completed and delegated properly amongst program support staff.
    • Support and coordinate kitchen duties, such as preparing menus, ensuring kitchen equipment and sanitation are maintained, and meeting all regulatory requirements.
    • Supervise program drivers and ensures all transportation needs for the program are met under Recovery Services program procedures.
    • Ensure the facility is clean and supplied for care and services according to organizational guidelines.
    • Provide on-call assistance and transportation duties when needed.
    • Provide training and oversight to ensure compliance with all regulations and CARF requirements.
    • Manage all staffing shifts and coverage for the facility.
    • Attend and provide staff support for relevant community events.
    • Maintain confidentiality according to regulations, policies, and procedures.
    • Train staff in Electronic Health Care Record workflow and documentation. 
    • Perform all related duties as assigned.

     

    Job Responsibilities Related to Participant Privacy

    • Employee is expected to actively participate in CITC privacy training and to protect the privacy of participant information in accordance with CITC's privacy policies, procedures and practices, as required by federal and state law.  Failure to comply with CITC's policies and procedures on participant privacy may result in disciplinary action up to and including termination of employment.
    • Employee may access protected health information and other participant information only to the extent necessary to complete job duties.  Employee may only share such information on a need-to-know basis with others who have job responsibilities related to treatment, payment, or other CITC operations.
    • Employee is encouraged and expected to report, without the threat of retaliation, any concerns regarding CITC's policies and procedures on participant privacy and any observed practices in violation of the policy to the designated Privacy Officer. 

     

    Job Specifications:

    • Excellent verbal and written communication skills.
    • Demonstrated ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
    • Knowledge of cultural and spiritual values and how they relate to Alaska Natives and American Indians.
    • Demonstrated ability to oversee and coordinate delivery of services meeting dosage and patient care requirements.
    • Demonstrated ability to supervise staff and offer effective clinical direction.
    • Strong problem-solving and critical thinking skills.
    • Demonstrated ability to use advanced word processing, spreadsheets and other relevant software.
    • Demonstrated ability to coordinate multiple activities.
    • Must maintain confidentiality at all times while displaying a professional demeanor.

    Minimum Qualifications:

    • Associate’s Degree in Sociology, Social Work, Psychology, Counseling, or related field. Relevant experience may substitute for the educational requirement on a year-for-year basis.
    • Ability to earn CDC certification within 1 year of hire.
    • Two (2) years of facility management experience, or oversight experience.
    • Two (2) years’ experience in supervising employees.
    • Current ServSafe certificate and Food Handler card, or ability to obtain within 3 months of hire.
    • Valid Alaska driver’s license and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.
    • Continued employment is contingent upon completion of a satisfactory state and federal fingerprint criminal background check.

     

    Preferred Qualifications:

    • Associate Safety Professional Certificate or ability to obtain within a year of employment.

     

    Physical Requirements: 

    • Primarily works in an office setting, with extended periods of time at a desk and on a computer.
    • Regularly sit, stand and walk for extended periods of time. 
    • May assist in facilitating recreational and subsistence activities, often outdoors.
    • May assist in a commercial kitchen environment.
    • Able to lift 50 pounds.
