    Join the NVFS Family: We are looking to hire a bilingual Spanish-speaking Clinical Case Management Program Manager to join the Youth Initiatives team! In this role, you will provide clinical and administrative supervision for case managers, social workers, and fingerprinting staff as well as administrative oversight for the following programs providing community-based social work case management services to primarily low-income Spanish-Speaking immigrant families:

    • Family Reunification Program (FRP) Safe Release Support: Provides fingerprinting and sponsor readiness to sponsors of unaccompanied
    • Trafficking Victims Assistance Program (TVAP) & Aspire: Provides case management and direct assistance to foreign national victims of
    • Youth Mental Health and Substance Abuse Resource Navigation: Provides short-term case management to assist families whose child is using opioids to connect to local substance abuse treatment
    • CSA Case Support: Provides clinical case management to youth with behavioral needs eligible for CSA funding, with a focus on Spanish speaking immigrant families

    This is a great opportunity for someone who has worked in child welfare, post release services, or clinical case management that has an LCSW and wants to be in manager role! The Clinical Case Management Program Manager plans, organizes, implements, coordinates and evaluates services of the programs. The Program Manager manages the daily operations of their department unit, identifies and assesses client and family needs, supervises clinically and administratively case management and support staff, and ensures program goals and contract objectives are effectively met. The Program Manager is expected to represent the Agency positively to the community, interpreting Agency services to other agencies, public groups, and the media.

    This position has a starting salary range in the low 80s.

    In this role, you will be responsible for:

    Staff Supervision and Development:

    • Identify and fulfill staffing needs; work collaboratively with each staff member on talent development process to set job and development goals; approve timesheets, leave and reimbursement requests, provide or arrange and schedule ongoing staff training to enable direct service staff to deliver client service effectively.
    • Supervise program staff including regular individual and group staff meetings and case consultation; ensure proper client to staff ratio and monitor case files for quality and completeness.
    • Provide program specific supervision to case managers.
    • Provide clinical supervision to CSA Case Support case managers and other social work license eligible case managers.
    • Conduct regular and timely supervision according to established program guidelines.
    • Build and maintain a strong functional team through effective recruiting, training, coaching, feedback, team meetings, and team building.
    • Identify and work with Director on reviewing administrative areas that are affecting direct service providers, their work with clients, and the fiscal integrity of the
    • Provide basic supervisory training to senior staff in the areas of coaching and performance feedback, and case reviews.

    Client Service Delivery:

    • Manage referrals, referral source follow-up, waitlist, and case assignment.
    • Assign cases to direct service staff, coordinate service delivery and day-to-day operations of
    • Monitor client cases from initial referral through discharge, promoting efficient and effective client services and administration procedures including adequate client record keeping, statistical and performance outcome reporting.
    • Monitor client direct assistance provision to maintain contractual and program compliance.
    • Provide direct case work, fingerprinting services, and coverage in the absence of direct service staff.
    • Provide workshops to parents and youth regarding family reunification, know your rights, US Norms, and community resources.
    • Review and signs-off on client files to ensure compliance with grant requirements and best practices to ensure high quality documentation; to include review of intakes, service plans, outcomes, Apricot documentation, TVAP required documentation, quarterly reports and closing summaries.
    • Manage fingerprinting schedule.

    Program and Resource Development:

    • Develop and maintain a standardized process and intervention catalog for the case management programs.
    • Organize and maintain community resource list for Youth Initiatives programs.
    • Participates in contract renewals and funding applications within the scope of Agency goals and purposes as directed by Director; alert the Director of funding opportunities and participate in the development of new programs.
    • Participate in the design, planning, and implementation of workshops and group-based activities in collaboration with Director and direct service staff.
    • Provide professional development trainings for Youth Serving professionals on the topics of: family reunification, vulnerabilities of Central American youth, the federal immigration process for unaccompanied minors, and community resources.

    Compliance and Reporting Requirements:

    • Ensure that service delivery is performed according to and within the NVFS mission, policy/statewide directive/procedural directions/case management model, NVFS standards, and contractual/licensing requirements. Enter data for record keeping and reporting to meet federal/state/program guidelines.
    • Responsible for ensuring achievement of goals and objectives of contract for programs; includes NVFS outcomes and reporting.
    • Complete and submit monthly TVAP and Aspire invoice, monitoring service provision for program and contractual compliance.
    • Provide data and data analysis to the Director for narrative and statistical reports to the Agency, contract and grant monitors measuring program effectiveness; includes NVFS outcomes and reporting.
    • Coordinate ongoing reporting process including monthly Crisis Response reporting.
    • Monitor, evaluate, and report on service delivery effectiveness through analysis and reporting on individual interventions as well as individual team members to demonstrate connections between interventions and outcomes.

    Meeting and Community Outreach/Resource Participation:

    • Represent NVFS externally and participates in local/regional task forces and community partnership meetings as appropriate.
    • Act as liaison with community, civic, and business groups on behalf of program; participate in appropriate community task force committees; develop and monitor public relations within the scope of Agency mission and goals.
    • Participate effectively and positively in required Program and Agency meetings and trainings.

    Your Background: We understand that you may obtain skills through a variety of professional, personal, educational, and volunteer experiences. The requirements listed below are representative of the knowledge, skills, and/or abilities required to perform essential job duties.

    • Master’s degree in Social Work (MSW) with a clinical concentration
    • Licensed Clinical Social Worker (LCSW) with an active, unrestricted license in Virginia and eligible to provide clinical supervision towards LCSW licensure in Virginia
    • At least four (4) years related direct service experience providing trauma focused case management and/or clinical services with youth and families.
    • Must have a solid understanding of and demonstrated experience with:
      • Providing effective and supportive supervision to direct service staff
      • Home visiting and relevant practices
      • Program management
      • Strongly prefer experience providing services to Spanish speaking immigrants/recently reunified families/youth.
    • Demonstrated knowledge and understanding of:
      • Impacts of trauma on individual and family functioning / knowledge of trauma-informed service delivery.
      • Dynamics and issues facing immigrant youth and their families.
      • Working with youth with behavioral health care
    • Experience with data collection and reporting, ability to work as part of a team, and excellent written and oral communication skills.
    • Oral and written fluency in English; Spanish language fluency
    • Proficiency in usage of basic technological tools including laptops/computers, email, phones, and internet; working knowledge of Microsoft Office Suite
