Job Summary:
The Manager, Health Programs oversees Maryland Health Programs, to include the Refugee Care Coordinator (RCC) and Ukrainian Supplemental Assistance Program (USAP) in Baltimore, Frederick, Prince George's, and Montgomery Counties. The Manager is the secondary liaison with the Maryland Department of Health and Department of Health and Human Services and partner service providers.

Essential Functions:

Provides technical, administrative, and operational management of assigned projects and tasks and serves as primary liaison with Maryland Department of Health and Maryland Office of Refugees and Asylees.

Serves as the secondary liaison with the Maryland Department of Health and Department of Health and Human Services and partner service providers.
- Establishes connections to medical care providers, ongoing health services, and associated administrative activities for issues related to Maryland Medical Assistance (MA) such as Managed Care Organization (MCO) and primary care physician selections.
- Monitors budgets and participates in the development of the program budget, grant proposals, and report submissions.

Conduct program planning and provide recommendations to Directors of Resettlement and Integration Programs on client caseload and program trends.

Works closely with area resettlement agencies, health screening clinics, and MA enrollment sites.

Implement community outreach with service providers and engage with partners.

Works in close coordination with the Maryland Department of Health and the Maryland Office of Refugees and Asylees with the dissemination of health education resources and health education orientations.

Reviews and timely submits reports to funders.

Ensures provision of contractual services and compliance.

Supervises staff, program interns, and volunteers.
- Attends meetings, addresses client grievances, and troubleshoots program service delivery delays.

Qualifications:

Bachelor's Degree (four-year college or technical school) Required, Field of Study: Social Work, Public Health, Human Services or related field

Master's Degree Preferred, Field of Study: Social Work, Public Health, Human Services or related field

Experience in partnership development with health service organizations.

High level of energy, self-confidence, and commitment to continuously improve service delivery.

Proven ability to work independently and as a team member in a fast-paced, cross-cultural environment.

Possess reliable transportation, valid US driver’s license, and active vehicle insurance.
Preferred Skills:
-
Two (2) plus years of experience in Social Work, Public Health, Human Services or related field

Two years leadership experience in a supervisory role.

Experience in domestic refugee resettlement programs or closely related social service delivery programs is highly desirable.

Experience working with immigrant populations with limited English proficiency highly desirable.

Knowledge of Maryland Medical Assistance/Health Choice is a plus.

Computer Skills: Microsoft Applications (Access, Excel, Word, and Power Point);

Knowledge of databases

Other Requirements: Fluency in one or more of the following languages- Dari, Pashto, French, Spanish, Swahili
