Program Manager coordinates and monitors the scheduling, pricing, and technical performance of company programs. Negotiates and prepares contracts by considering the financial conditions, resources, and contractual requirements. Being a Program Manager develops new business and expands product line. Ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of incumbents assigned to program from various departments. Additionally, Program Manager ensures projects are completed on time and within budget. Acts as advisor to program team regarding projects, tasks, and operations. Prepares proposals to win new programs. Requires a bachelor's degree. Typically reports to a department head. The Program Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Program Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Requirements:
    • Bachelor’s Degree and 14 years of relevant experience.
    • Detailed knowledge and understanding of facility design, engineering, project management, waste management, and nuclear safety requirements.
    • Expert knowledge and ability to develop and apply highly advanced principles, concepts and techniques in project management involving environmental services, hazardous waste management services, remediation services, and/or decontamination services.
    • Skill and ability to perform critical strategic tasks and to interpret broad strategic requirements and develop and execute plans to satisfy them.
    • Ability to have major impact on organizational success and productivity, with extensive latitude for independent judgment.
    • Ability to communicate effectively at the highest levels.
    • Ability to lead substantial proposal initiatives.
    • Ability to develop and lead large sized projects, including defining scope, objectives and methods.
    • Ability to train and mentor more junior staff.

    Clearance Level Required:
    Uncleared - Must be able to obtain and maintain a Clearance

    Overview:
    • Reviews operational performance from a regulatory/safety standpoint and formally reports issues and/or recommendations.
    • Provides feedback to projects on corrective actions to ensure operational risk is minimized.
    • Presents project management related solutions to problems regarding operations, engineering, nuclear and industrial safety, and regulatory issues.
    • Advises management of the status of work in progress, material availability, inventory levels, and potential production or material supply disruptions to ensure that personnel, equipment, materials, and services are provided on-time and at an optimal cost.
    • Coordinates interdepartmental activity with quality assurance, purchasing, engineering, inventory control, maintenance and work control, etc.
    • Can be viewed as an expert within a specialty and as highly competent within the broad discipline, both internally and externally.
    • Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.

    Clearance & Citizenship Requirement:
    • To be considered, you must be able to obtain and maintain a government issued clearance, if needed.
    • Due to the federal nature of the work, a U.S. Citizenship is required.

    N3B manages the Los Alamos Legacy Cleanup Contract for the U.S. Department of Energy Environmental Management’s Los Alamos Field Office, which is responsible for cleaning up contamination that resulted from LANL operations before 1999 and packaging and shipping radioactive and hazardous waste off-site for permanent disposal (n3b-la.com).
