    Duties of this position include but are not limited to the following:

    • Works with project teams to conduct critical analyses and reviews of programs, projects, pilots, systems, and operations.
    • Coordinates area for improvement and develops methods to improve the accuracy, adequacy and timeliness of information and systems in place for disseminating information about Government-wide programs and workforce issues to senior Federal managers.
    • Coordinates, plans, and implements FEB activities associated with emergency planning, preparedness and response.
    • Coordinates and plans designated FEB workforce development programs, including interagency training, employee recognition events, and leadership development programs.
    • Consolidates and prepares written reports for the FEB as needed and meets with management officials to advise on the practical and effective implementations of recommended changes.

    Qualifications

    For the GS 11/12/13

    For the GS-11 Grade Level, you must meet at least one requirement below:
    A. One year of specialized experience which is equivalent in difficulty and complexity to the GS-09 grade level in the Federal Service (obtained in either the private or public sector) which demonstrates experience with:
    • Formulating written products to express information to individuals or groups effectively considering the audience and nature of the information (e.g., technical, sensitive, controversial);
    • Assisting with the coordination and planning of designated workforce development programs, including interagency training, employee recognition events, and leadership development;
    • Assisting with identifying problem areas and developing alternatives and recommending based on study findings to the supervisor.
    B. Education: Ph.D. or equivalent doctoral degree or completed at least three full academic years of progressively higher-level graduate education leading to a Ph.D. or LL.M. if related, or equivalent doctoral degree in computer science or a related field that includes programming, database management, mathematics, Web design and networking, or a directly related field of study which demonstrates the knowledge, skills, and abilities required by this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study.

    C. Combination of Education and Experience: You may qualify for this position if you have a combination of the education described in "A" above and specialized experience described in "B" above such that the percentage of required experience plus the percentage of required education equals 100%. (To calculate, first determine your total number of graduate semester hours, and divide that number by 18. Next, divide the total number of months of qualifying experience by 12. Then, add your percentage of education and experience. The two percentages must total at least 100% for you to qualify based on your combination of education and experience.) Only graduate education in excess of two years (i.e., 36 semester hours or above the master's level) may be combined with experience.

    Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F.
    • One year at the GS-09 grade level is required to meet the time-in-grade requirements for the GS-11 level.
    • One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS-12 level.
    • One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 level.
    You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
