To further invest in technology and efficiency, OMES is hiring an IT Director of Application Development to be dedicated to Human Services. The IT Director of Application Development will lead IT Managers and teams focused on Child Services, Adult Services, Administration and Enterprise/Shared Services. As the largest state agency, Human Services has the largest number of active technology projects in state government with a backlog of many new opportunities as the agency migrates from legacy to current technology. Current technology includes implementations in the OMES Data Center, Microsoft Azure, and Google Cloud Platform as well as work in progress in Amazon Web Services.

Compensation
Salary up to $135,000 based on education and experience.

Job Details
- Full-time 40-hour work weeks.
- Hybrid work environment. On average, 2 – 3 days in the office each week, yet can be more as needed.
- Lead four IT Managers and teams.
- Responsible for operations and support of ~150 applications in Production, many of which are legacy technology that need to be replaced with modern systems.
- The IT Director position is part of the larger IT leadership team dedicated to DHS, four IT Application Development Managers (direct reports), IT Data Manager, Senior Technical Advisor and Chief Technology Officer.
- Large project examples include and are not limited to the following.
- Replace the current legacy child system, which will take several years and cost in excess of $10M.
- Replace current adult focused case management solutions with modern and scalable solutions.
- Improve efficiency and capability by implementing new solutions for teams like Legal, Human Resources and Finance.
- Implement and oversee Portal Consolidation and shared platforms like Salesforce.
- Partner with shared IT services, including and not limited to Architecture, Network, Server/Cloud and Cybersecurity.
- Partner with Human Services Product Owners for forward planning of capability, innovation and efficiency improvements.
Position Responsibilities
- Direct all aspects of the Humans Services application development, operations and support to ensure adequate technical team coverage and delivery of technical services
- Responsible for the supervision and performance evaluation of direct report leaders and staff
- Proactively manage cross functional technical teams through the transition and delivery of technology capabilities in support of the services being delivered on programs
- Anticipate problems and complications, and formulate solutions so as not to impede project progress
- Collaborate with and leverage internal IT resources – Solution Architecture, Development & Integration, Quality Assurance, and Shared Services to deliver solutions
- Work with business and customer stakeholders to define solution objectives and requirements
- Ensure all business systems, IT systems and partner platforms are in place to support the business and that the technical design accurately represents the business requirements
- Provide oversight, knowledge, and guidance to IT staff across the lifecycle of IT projects and system operations
- Ensure the consistency and maintainability of existing applications by creating, maintaining, and enforcing standards/procedures for implementing technical solutions
- Use Agile Methodology to develop, track, and deliver solutions
- Participate on all software evaluations and maintain vendor relationships
- Support the IT department's operational and strategic planning, including fostering innovation, planning projects and organizing and negotiating the allocation of resources
- Manage the deployment, monitoring, maintenance, development, upgrade and support of IT systems and applications
- Engage with stakeholders to define business and systems requirements for new technology implementations
- Negotiate and administer vendor and consultant contracts and service agreements
- Establish and maintain regular written and in-person communications with the organization's executives, department heads and end users regarding pertinent IT activities
Physical Demands and Work Environment
- This position works in a comfortable office setting with a computer for a large percentage of the workday. The noise level in the work environment is usually mild. Occasional travel may be required.
Minimum Qualifications
- Bachelor’s Degree in Computer Science, Information Technology or Business
- Experience partnering with product or program management teams
- 5 years of people leadership experience, managing software engineers
- 5 years of architecting and designing new and current systems and solutions
- Knowledge of databases and operating systems
- Good working knowledge of email systems and Microsoft Office software including Excel
- Detail-oriented
Preference will be given to candidates who possess
- 8 years of management experience
- Working knowledge of SQL, C#, ASP.NET, Python, JavaScript, HTML, CSS, and PHP
- Working knowledge of Scrum methodologies and rituals.
- Working knowledge of Kanban systems such as JIRA, Azure DevOps, or something similar
