    This is a term appointment not to exceed 13 months. Term appointments are non-status, nonpermanent appointments of limited duration of more than 1 year, but not more than 4 years and are subject to a 1 year trial period.     • Assesses and identifies the need for and recommends appropriate changes in the human resources programs, policies, and practices to the efficiency and effectiveness of human resources management within the Small Business Administration (SBA).
    • Identifies "best practices" as well as any instances of non-compliance especially where such non-compliance may reflect a systemic issue or concern. Shares such findings with the team and may also present them as part of the ''close-out'" briefing with program owners or other stakeholders.
    • Independently researches Title 5, Code of Federal Regulations, Title 5 of the U.S. Code and various OPM and agency guidance documents and operating guides as needed, in order to determine the appropriate corrective action to be taken.
    • Provides oversight and serves as the technical expert in improving the effectiveness for delivering innovative, professional, and customer-focused human resources strategies, services, and programs.

    Qualifications

    For the GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector, which must include:

    1. Performing accountability reviews and program audits to identify and recommend actions to address any findings; and
    2. Gathering and compiling data to prepare reports related to relevant HR program areas and respond to data requests; and
    3. Developing human resources policies and procedures; and
    4. Applying human resources rules, policies, regulations, and procedures to provide advisory services to managers and employees.
