Orgro is looking for a Product Specialist. This candidate should meet the qualifications for that specialty and perform essentially the same functions, within the scope of the contract, acceptable for their technical professional discipline and standard, as those required by government service technical professionals of similar experience and in similar duty assignments. The Product Specialist personnel must be deemed subject matter experts.

Responsibilities

• Develop functional requirements to support system change requests. Requirements will be validated against the delivered product.
• Develop project plan, project schedule, and system modifications in accordance with functional requirements.
• Prepare analysis and design data for database changes in compliance with USDA NFC GESD Software Development Lifecycle (SDLC) practices.
• Develop system and program flowcharts.
• Prepare programming specifications and make program changes.
• Deliver a Q/A test environment ready set of software code.
• Perform unit testing.
• Assist NFC with problem resolution by writing queries or sweeps to identify population of affected employees.
• Critical software bugs shall be remediated by the contractor within 14 days without the introduction of new critical bugs.
• Expand the bi-directional feed to include the additional fields from the DPRS database and modify the Audit History Report to include the statuses and transactions based on the increased bi-directional feed data.
• Modify the Processed Report to add functions that allow users to order the results on the report by and of the fields or add in new fields necessary.
• Establish a Role account that will allow customers to establish, submit updates but only to their specific accounts.
• Create an authentication process that allows enrollees the capability of creating or resetting their User IDs.
• Modify the customer role to submit a cancellation of FEHB insurance.
• Modify database to allow enrollees and operations to enter a request for a new Pre-authorized Debit System (PADS) account or a request for an adjustment/update on an existing PADS account.
• Modify operations under the operations role to change an enrollee s Social Security Number (SSN), date of birth (DOB), last name, first name, and middle initial.
• Modify the operations role to terminate a DPRS enrollee s FEHB insurance.
• Modify DPRW to perform a secondary certification check (upon certification of a Law 1 enrollment by agencies under the agency role or by OPM under the OPM role) that displays the following message on the Certification Failed screen.

Qualifications

• Skilled/experienced/certified in Team Foundation Server (Azure Dev/Ops), HTML, JavaScript and Oracle.
• Sufficient knowledge of system design and development for large-scale software development projects.
• Proficient in developing software requirements based upon user specifications.
• Proficient in writing program specifications and making program changes.
• Proficient in developing system and program flowcharts.
• Proficient in various programming languages. Languages include COBOL, .NET, DB2, or ADS/O.
• Experience with Multifactor Authentication Tools such as Twilio.
• Proficient in developing and testing code using a Computer Associates IDMS Data Base.

Deliverables

• Submit monthly status report to the COR or designated representative by the 10^th of each month for the preceding month.
• Monthly reports shall include the status of each project and any known obstacles or issues affecting completion time.
