    Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
     
    The Washington State Ferry (WSF) system is essential to Washington's transportation network, linking communities on both sides of Puget Sound and the San Juan Islands. There are over 400 sailings each day on 10 ferry routes.  WSF transports nearly 17 million passengers a year and has more than 1,800 employees. Employees perform a variety of duties on vessels, in terminals, at the maintenance facility, and at the Seattle headquarters. 
     
    The Opportunity
    WSDOT is currently seeking a Workforce Design Project Manager to manage and deliver workforce development initiatives defined in Senate Bill 5550. This position will lead a cross-functional team comprised of staff from WSF Programs, Human Resources, Workforce Development, and the Office of Equity and Civil Rights to deliver these initiatives. The position will assist the team in establishing sustainable staffing goals based on WSF workforce studies and creating employee engagement programs that include deep listening to region employees.
     
    In addition, this position will establish a consultation model for using employee engagement, new hire, and exit survey data to identify areas of improvement in workforce training, outreach, recruitment, and culture management and work through the cross-functional teams to implement solutions and avoid duplication of efforts between programs.  
     
    The position will also establish performance metrics based on WSF workforce development goals, develop progress reports, and advise the WSF Executive Team on focus areas to ensure successful project delivery. 

     What to Expect
    This position will develop strategies for WSF employee engagement using surveys, and focus groups, and develop action plans based on data to support the development and implementation of sustainable employer-of-choice workforce programs.
     
    Among the varied range of responsibilities held within this role, you/the Workforce Design Project Manager will:
    • Responsible for implementing a framework for employee engagement and feedback.
    • Compile and analyze data from survey results and focus groups. 
    • Advise the WSF Executive Team on issues impacting employee satisfaction.
    • Incorporate data results into reporting to the legislature. 
    • Analyze recruitment data and assess the effectiveness of strategies to implement DEI in recruiting and developing initiatives to expand outreach efforts to underserved communities. 
    • Lead the Design Team in the analysis of staffing needs based on the workforce model.
    • Develop performance management and training policies in alignment with current WSDOT practices, tailored to WSF’s regional environment. 
    • Establish an action plan with goals and key indicators for implementation of the WSDOT Diversity, Equity, Inclusion, and Belonging (DEIB) program in WSF.
     
    Qualifications
    To be considered for this opportunity, the following are required:
    • Eight (8) years or more of work experience involving workforce development, curriculum development, adult education, and/or other closely related work experience.
    • Four (4) years or more of work experience in application of Change Management, Lean, or Six Sigma process improvements.
    • Four (4) years or more of work experience developing or implementing Diversity, Equity and Inclusion programs. 
     
    Competencies:
    1. Demonstrated ability to effectively manage people and projects.
    2. The ability to work collaboratively and build positive relationships with a diverse range of individuals, including direct reports, Executive Management, WSF, and WSDOT staff, regulatory bodies, vendors, contractors, and the public. 
    3. Exceptional and effective communication skills, both in writing and verbally.
    It is preferred that qualified candidates also have:
    • Knowledge of WSF Operations.
    • Knowledge of Merchant Mariner Credentialing. 
    • Change Management certification to include PROSCI Change Practitioner or similar.
    • Lean Certification to include Six Sigma Green or Black Belt.

    • This position offers flexible/hybrid remote work options.
    • The salary listed includes the legislative-approved 5% salary premium for positions with an assigned duty station in King County.
    • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
