    The following are the duties of this position at the GS-9. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

    As a Management Analyst, you will:

    • Collaborate with consumer and industry groups, state and local government agencies, grantees and other stakeholders to support the building of effective inter-agency and inter-organization working relationships.
    • Participate in coordinating components of cross-program activities, events, issues and efforts involving the furtherance of Management Action Plan goals, sustainable housing and communities, faith-based and neighborhood partnerships, and Secretarial initiatives.
    • Analyze program issues within a portfolio of work usually as a member of a team.

    To be eligible, you must have within the previous two years, received a baccalaureate or graduate degree from an institution of higher education as defined in 20 U.S.C. 1001(a) no later than 2 years from date of application or will graduate no later than 9 months from the date of application.

    Veterans who have completed a degree and have an intervening period of obligated service of at least four years in the uniformed services, the two-year eligibility period begins on the date of discharge or release from the uniformed service. The intervening period of uniformed service must have prevented applying within the standard two-year period after completing a degree. You MUST submit a copy of DD-214 showing the duration and dates of service that precluded you from applying due to a military service obligation.

    Individuals in the Reserve Officers Training Corps (ROTC) who have a four-year service obligation after graduation are eligible to apply within two years of completing the four-year service obligation. You MUST submit documentation outlining your service obligation.

    Candidates will be selected for a job assigned to one of the official duty stations listed in this announcement. Failure to report to duty at the location for which the candidate is selected may be grounds for a disciplinary action, including removal.

    Key Requirements:

    Qualifications

    You must meet eligibility and qualification requirements no later than 9 months from the date of application. However, the education and qualifications must be completed successfully before an applicant may be appointed.

    Specialized Experience: For the GS-9 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized Experience for this position includes:

    Utilizing automated systems to identify program issues and complaints and working with senior analysts/supervisors to recommend solutions.
    Examples of such experience could include:
    Providing customer service in relation to electronic data bases and other office communication needs; or
    Utilizing computer applications for business to research, analyze, and communicate information in the appropriate format.

    OR Education: You may substitute education for general or specialized experience as follows: A related master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Attach a copy of transcripts or list of college courses designating semester or quarter hours earned to ensure proper credit.

    OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

    Specialized Experience: For the GS-7 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized Experience for this position includes:

    Assisting with office administration and working as a team member to analyze program issues and recommend improvements.
    Examples of such experience could include:
    Experience using advanced computer applications to communicate information in the appropriate format; or
    Providing customer service, including seeing customer issues through to resolution; or
    Tracking customer issues in electronic data bases.

    OR Education: You may substitute education for general or specialized experience as follows: One full year of graduate level education in a related field;
    OR Superior Academic Achievement; Based on a Bachelors degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.

    OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent.

    Specialized Experience: For the GS-05, you must have 3 years of general, progressively responsible experience, 1 year of which was equivalent to at least the GS-04 level in the Federal Service. Specialized Experience for this position includes:

    • Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
    • Plan and organize work; AND
    • Communicate effectively orally and in writing.

    OR Education: You may substitute education for general or specialized experience as follows: 4-year course of study leading to a bachelor's degree

    OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent.

    Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
