  • Duties

    As a Management and Program Analyst, you will perform the following duties:

    • Manages all federal personnel work for The National Data Buoy Center (NDBC). Serves as the primary liaison and advisor for the NDBC (Senior Executive Service Director and supervisors) on all matters relating to employee relations, performance management and evaluation, and employee recognition. Provides guidance and support to NDBC employees and managers in Human Resources and Employee Relations related issues including: personnel actions, recruitment, position management, time & attendance, training, Equal Employment Opportunity (EEO) and Diversity. Processes all foreign national visitor requests for NDBC at Stennis Space Center. Develops new methods, organizational structures, and management processes.
    • Serves as an analyst with responsibility for strategic, technical and business operations analysis and assessment efforts. Continually analyzes and evaluates the assigned program/Divisions (on a quantitative and/or qualitative basis) for the effectiveness and efficiency of overall plans, policies and procedures and recommends systemic adjustment to strategies and improvement initiatives. Prepares and/or coordinates briefings, special reports, and responses to data requests for use by the higher headquarters. Develops the tools of the enterprise tools used to define, collect, analyze and report the data used to assess mission performance.
    • Applies knowledge of budgetary, financial, and administrative operations of the Department and the Federal budget process, and all associated policies, directives, procedures and regulations, to develop and provide authoritative advice and interpretation of legislation and policies and precedents. Coordinates and oversees all non-IT security requirements with servicing Security Office and the on- site NASA and contractor security offices. This includes facility access, clearances and badging of contractor and federal staff. Serves as the NDBC Telecommunications Coordinator for local NASA telecommunications (land-line) support at Stennis Space Center.
    These duties are described at the full performance level of the GS-12; the GS-11 is developmental leading to such performance.

    SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    To qualify at the GS-11:
    SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience MUST include all of the following:

    • Contributing to the budgetary and financial analysis; and
    • Utilizing knowledge of management principles or organizational theory to reach an organization's goals.

    SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related

    OR

    COMBINATION OF EDUCATION AND EXPERIENCE: A combination of graduate education and experience as described above. Only graduate education in excess of two years is applicable.

    To qualify at the GS-12:
    SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience MUST include all of the following:

    • Performing budgetary and financial analysis;
    • Contributing to the development of evaluative methods and techniques to reach an organization's goals; and
    • Analyzing and evaluating performance measurements to assess the efficiency and effectiveness of projects, programs or initiatives.

    There is no positive education requirement for this position.
