    The Management Analyst plans, analyzes, develops, and performs complex research and assistance for effective projects, programs and operations among various departments that impact HRT’s strategic vision, mission and operational success. This position conducts research, analysis, preparation of various reports, coordination of administrative processes, and makes recommendations for data-driven decision-making, performance management, and wide-ranging sustainability. The assignment area for this position is the Hampton Roads Regional Transit Program with key tasks including the strategic planning process, administrative support of best practices, and other core business activities and special assignments on behalf of the executive department.

    Essential Job Functions:

    • Assists in development, revision, implementation and continuous improvement of policies, programs, and processes to support coordination, efficiency, effectiveness and overall success of HRT achieving its vision, mission, goals, objectives, and strategic plan implementation.
    • Provides administrative support to the Deputy CEO.
    • Under limited supervision, collects and analyzes data and prepares special reports and other informational materials as needed to support the Hampton Roads Regional Transit Program, the Strategic Planning Process and other core activities, including actions recommended for departments and the senior executive team.
    • Composes memorandums, correspondence, reports, plans of action, etc., in response to research assignments; prepares detailed graphs, charts, statistical reports, etc., to illustrate reports and recommendations on various organizational and business issues and needs; makes presentations to internal and external stakeholders, including generating monthly, quarterly, and annual reports.
    • Maintains records and reports, and assists in the development of internal and external communications related to tracking and reporting of technical work for performance management and accountability.
    • Organizes and serves on work teams, task forces, and/or committees as assigned for special initiatives, plans, programs, and policy work.
    • Coordinates information sharing among various internal and external stakeholders; establishes and maintains systems and processes for obtaining, maintaining, and analyzing data and information developed within departments and linked to agency wide strategic business goals and objectives.
    • Assists the RTS Program Manager and Capital Programs team to support the annual Capital Improvement Plan development, including analysis of projects, and participates in the resolution of general and complex business issues; provides professional general and technical advice and assists in the development and implementation of policies, procedures, corrective action plans, and information sharing among team members and departments.
    • Participates in annual budget development process with designated staff.
    • Serves as a key point of contact for the executive department for coordinating and completing management activities, requests for information, and conferring with department leaders and managers to ascertain concerns and interests that are relevant to assigned research topics across different functional areas (e.g., Planning, Operations, Technology, Facilities and Engineering, Budget and Finance).
    • Performs support work to assist in fostering accountability to budgets, schedules, contracts, and other requirements being met, and assisting project teams in identifying and overcoming obstacles to success.
    • Works with team to conduct evaluations of operations, programs, and projects, including ex post analyses, to identify and report on successful and unsuccessful elements and recommendations to improve and achieve best outcomes. Suggests and fosters use of best practices.
    • Manages records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
    • Performs other duties as required.

    Required Knowledge, Abilities and Skills essential to Job Functions:

    Demonstrated knowledge, abilities and first-hand experience as follows:

    • Experience conducting organizational performance reviews including, for example, assessing department processes, resource needs, and making improvement recommendations.
    • Knowledge of the principles, practices, procedures and action-oriented frameworks of Public Administration and program and project management.
    • Skilled in standard research and analysis methods and procedures.
    • Knowledge of public sector organizations and functions across all levels of government.
    • Skilled in the collection, analysis and presentation of statistical and technical data for addressing complex business, program, and policy issues.
    • Ability to organize workflow and modify procedures, methods, and processes to improve efficiency.
    • Ability to establish and maintain productive professional working relationships as needed for work assignments across multiple departments and organizational layers.
    • Ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts and actionable information, and develop sound conclusions and recommendations related to complex policy and operational issues.
    • Ability to communicate effectively in a variety of technical and professional capacities, including making presentations and excellent writing skills to prepare a variety of reports, memos, technical studies, statistical analysis, charts, graphs, etc., in professional formats.
    • Proficiency with MS Office applications. Software usage relevant to job duties will be evaluated.
    • Knowledge of public transportation is preferred.

    Training and/or Education:

    Requires a bachelor’s degree from an accredited four-year college or university in Business Administration, Public Administration, or other related field. Master’s degree preferred.

    Required Experience:

    At least 3 or more years of responsible experience in public administration and related business or policy research, analysis and development, strategic planning, and organizational development, or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities.

    Licenses or Certificates:

    Possess a valid Driver's License.  Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).

    Special Requirements:
