The EPC coordinates new and longstanding student academic preparation efforts of the University of California, Santa Cruz with the goal of increasing access and opportunity to postsecondary education for students across our service area. The EPC provides support to faculty, staff and outreach groups to work collaboratively with schools, community colleges and universities to promote educational pathways to success for all students.

JOB SUMMARY

Under the direction of the EPC Executive and Deputy Directors, the Director of Research, Evaluation, & Innovation (REI) uses qualitative and quantitative methods to conduct educational research and evaluations that support data-driven decision making that advance the EPC's mission, as well as those of its programs. The incumbent supervises a team of two career staff plus graduate student researchers, and works closely with EPC Program Directors to ensure evaluation and reporting compliance with federal and state agencies, foundations and UC Student Academic Preparation and Educational Partnerships Programs (SAPEP) rules and regulations. The incumbent is the lead evaluator implementing the evaluation plan for federal and state grants (i.e. GEAR UP, EAOP) and conducts outcomes analysis to identify opportunity to create systemic change. The Director of REI manages the overall research agenda of the Educational Partnership Center, and 1) designs and develops evaluation plans and needs assessments of grant proposals for new and continuing programs for the EPC; 2) analyzes and reports data deliverables to foundations, federal and state grants, as well as SAPEP and others; 3) collects and analyzes program data and interpret results for various reports and proposals; 4) develops and reviews annual goals, objectives, baselines and annual targets for program objectives/performance measures; and 5) determines strategies for measuring and reporting accomplishments for each program and the center for formative and summative evaluation purposes.

APPOINTMENT INFORMATION

Budgeted Salary: $75,900 - $91,850/Annually. Salary commensurate with skills, qualifications and experience.

JOB DUTIES

• 40% - Leads efforts to conduct highly complex analyses across a broad spectrum of programs, policies and initiatives or provides in-depth, complex analyses as a specialist in policy.

• 20% - Develops proposals and recommendations for programming based on data analysis to guide and support a broader strategic direction for EPC programs and the Center as a whole.

• 15% - Collaborates with partners to coordinate the monitoring of new programs and processes, identifying ways to increase accessibility to data and transparency in EPC program outcomes. Builds and maintains positive relationships with community and school partners. Works with the Executive Director and other program directors to present and publish findings and best practices for programs, and to prepare and present analysis of outcomes for partner school district staff, EPC directors and staff, etc., with occasional travel to partner meetings, as needed.

• 15% - Oversees and works with EPC staff to develop and collect formative and summative data for programs and projects and monitor that FERPA and data security measures are followed. This includes implementing quality control measures throughout all processes and procedures to ensure data quality and accuracy; managing the ongoing collection, analysis and interpretation of data as well as develop implications of results for planning and improvement; and ensures that all EPC data and evaluation commitments are on schedule and meet parameters of grant reporting compliance.

• 10% - Researches and summarizes best practices in field including taking part in and sometimes leading policy, strategy and planning committees and working groups.

REQUIRED QUALIFICATIONS

• M.S./ M.A. in relevant field of study or with equivalent work experience.
• Extensive experience, skills and knowledge using quantitative and qualitative methods to evaluate educational project outcomes as well as in leading and managing the evaluation plan for multiple projects. A strong commitment to quality standards in reports and analysis is essential.
• Demonstrated ability to analyze quantitative and qualitative data, interpret findings, discern implications, draw conclusions and make recommendations.
• Recent and significant experience in collection, tracking and analysis of data from outreach programs, P-20 schools, or educational organizations, including, but not limited to, knowledge of school accountability structures, middle and high school courses and course sequences, grading structures and college entrance requirements.
• Ability to think strategically, delegate responsibilities appropriately, listen carefully, build consensus and communicate and advocate effectively in a complex organization.
• Excellent organizational skills to establish priorities, delegate workloads and manage and coordinate multiple projects simultaneously with competing deadlines while producing work with high degree of accuracy.
• Experience effectively using methods, spreadsheets, databases, data analysis software and processes to analyze and synthesize complex data for measuring student outcomes for various reports.
• Excellent interpersonal skills, including tact and flexibility to work effectively with directors, field staff, K-12 partners and university faculty and staff.
• Excellent written and oral communication skills to produce correspondence, reports and publications and to clearly explain quantitative issues and complex ideas and findings to colleagues and stakeholders.
• Proven ability to work independently, cooperatively as a member of a team, and as a team leader to coordinate efforts with a variety of individuals to complete reports and projects.

PREFERRED QUALIFICATIONS

• PhD in relevant field of study.
• Recent and significant experience in analyzing and presenting data to demonstrate a compelling need for a project as well as with developing and writing evaluation plans and measurable outcomes for grant proposals.
• Thorough knowledge and understanding of a university setting, including its people, programs and educational and fundraising objectives.
• Experience supervising professional and support staff and graduate/undergraduate students, including developing performance objectives, managing and rewarding performance and providing professional development and constructive feedback to staff.
• High level of cultural competency, with proven ability to work effectively with individuals from diverse cultures, ethnic groups, lifestyles and backgrounds.
