  • Duties

    The Portfolio Manager will independently oversee and manage a portfolio of AmeriCorps grantees and projects. As an advisor to current and perspective grantees or sponsors, the Portfolio Manager is responsible for providing ongoing technical assistance and support to grantees or project sponsors to ensure the effective, timely and compliant administration of their grant award.

    • Serves as the primary point of contact to current or potential grantees or project sponsors on all grant related activities for assigned portfolio of local, state and national grantees and sponsors. Oversees and manages the programmatic, financial, technical and administrative components of grants management or program development across all AmeriCorps streams of service.
    • Provides technical assistance and program development to current or potential grantees or project sponsors throughout the grant life cycle, ensuring all aspects are carried out in compliance with AmeriCorps program policies and guidance.
    • Provides authoritative information to current and perspective grantees by relaying legal and regulatory requirements for programmatic and fiscal management of Federal grants.
    • Serves on teams and working groups tasked with developing or revising guidelines, policies, and processes on program delivery, monitoring, compliance, data analysis, performance management, risk assessment and related operational goals and objectives.
    • Maintains grant oversight by ensuring timely, accurate, and complete submission of all reporting requirements, to include Performance Progress Reports (PPRs) and Federal Financial Reports (FFRs). Conducts periodic reviews to monitor program performance and expenditures.
    • Liaises with the Office of Monitoring, grantees and project sponsors to implement corrective action plans to ensure programs achieve desired outcomes and promote grant compliance.
    • Participates in the review process of grant applications for new or current grantees as needed.
    • Under the leadership of the Senior Portfolio Manager, fosters collaborative relationships with AmeriCorps funded partners within the region. In coordination with the Director, Outreach and Partnerships, identifies opportunities to increase awareness of AmeriCorps' mission and programs with non-profit organizations, foundations, and other partners.
    • Works with other Portfolio Managers to identify opportunities to collaborate, layer and leverage portfolio investments for the purpose of maximizing sustainable community impacts.

    • A 2-year probationary period is required for new Federal employees and supervisors.
    • Merit Promotion and internal applicants must submit a SF-50 to verify Status and grade.

    Qualifications

    Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-02 pay band, which would be at or equivalent to, the GS-9 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes:
    • Independently overseeing and managing a portfolio of grantees and projects;
    • Providing technical assistance and program development guidance to current or potential grantees or project sponsors throughout the grant life cycle; and
    • Providing authoritative information relaying legal and regulatory requirements for programmatic and fiscal management of Federal grants to grantees.
    • Serves as program evaluator, providing monitoring to ensure compliance related to operational goals and objectives.
    • Acts as a liaison with stakeholders to guarantee compliance needed to maintain program desired outcomes.
    • Conduct outreach to eligible applicants and foster partnerships through collaboration.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

    Education

    This job does not have an education qualification requirement; education may be substituted for Specialized Experience at this grade level.

    If you are qualifying based on education alone, you must have either of the following:
    • Ph.D. or equivalent doctoral degree or;
    • 3 full years of progressively higher level graduate education leading to such a degree or;
    • LL.M., if related leading to such a degree. (Equivalent to GS-11)

    Such education must be from an accredited institution and demonstrate the knowledge, skills, and abilities necessary to perform the work. You must submit an unofficial copy of your college transcript. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards.

    You may also qualify based on a combination of education and experience, if applicable.

    Remote Status: This position is eligible for full-time remote work based on the duties of the position. If selected, employees must sign a remote work agreement prior to onboarding that details remote working conditions and expectations for the position. As agency remote work policies are finalized and/or evolve, there may be additional guidance and requirements for the position. After hire, employees must follow the requirements in the agency's change of duty station policy when changing duty stations.
