    The OHSU Police Sergeant leads a shift of Police and Community Service Officers and manages the work of these direct reports. The Sergeant is a working supervisor who also performs the full scope of Officer responsibilities. The Sergeant assures that all shift duties are completed in accordance with Department goals by providing clear direction and respectful communication to the team, the OHSU community and its customers. The Sergeant is responsible for communicating management expectations and OHSU Police culture and training to all Police and Community Service Officers and ensuring their actions are consistent therewith. Job duties include training, managing, monitoring, evaluating, coaching and disciplining employees. The Sergeant supports the University’s mission and goals, and is expected to exercise authority in support of OHSU in a manner consistent with the strategic plan and policies befitting of the University’s service oriented and complex culture.

     

    This position reports to a Lieutenant and oversees direct reports as assigned. The Sergeant is a non-represented, managerial position that is paid on an hourly basis. The Department of Public Safety is also a University Police Department, which requires higher expectations in customer service and professionalism to the diverse community it serves. The Sergeant classification is as an armed position in accordance with Oregon Revised Statutes.

    Function/Duties of Position

    Leadership and Supervisory Duties:

    • Assigns duties and responsibilities to subordinate personnel and ensures that assignments are carried out in an appropriate and responsible manner.
    • Leads and assists Officers with incident management and investigations.
    • Assists with interdepartmental training of officers and serves as a designated FTO when assigned.
    • Interact, teach and supervise officers such that they constantly strive to perform their daily functions consistent with OHSU values and in an exemplary manner that exceeds community expectations.
    • Assist management in building a police culture around making tactics and force decisions in a manner consistent with the values of the OHSU community, making every effort to use sound judgment, tactics and de-escalation to effectively manage confrontations and minimize or avoid force when possible. This includes excelling in crisis communication, recognizing when they are interacting with a person experiencing mental illness or behavior health crisis, and tailoring their approach to recognize that often the officer’s primary interest is in providing care to the person encountered.
    • Initiate and manage investigatory processes for policy violations, up to and including coaching and counseling, verbal warnings and written warnings.
    • Ensuring adherence to any applicable collective bargaining agreements and the management of associated grievance procedures as assigned.
    • Provides feedback to department managers in reference to department activities and their impact on the OHSU community.
    • Complete letters of commendation or other appropriate recognition of good performance.
    • Supports and helps implement department policies, procedures, management decisions and directions to meet the overall mission and vision of OHSU and the Department.
    • Provide and maintain appropriate equipment for officers, and respond to requests for repair or replacement.
    • Responsible for feedback to upper level management.
    • Ensure that subordinates follow the appropriate chain of command.
    • Provides second-tier customer service as required to the campus community in a courteous and timely manner
    • Communicates and serves at all levels of the OHSU community.
    • Ensure all shift responsibilities for officers, (and dispatchers during the absence of their supervisor), are fulfilled each day.
    • Review officer reports and make recommendations for sentence structure, spelling, grammar, completeness of information and investigation, including the elements of the crime in arrest reports.
    • Provide officers with on-scene feedback on task performance, ensuring officers function within the limitations of their commissioning to uphold the Constitution of the United States, State of Oregon, Oregon laws, city ordinances, OHSU policies, and department policies and procedures.
    • Supervisory duties include recruitment, selection and retention, hire, train, write performance appraisals and position descriptions, approve leave time, assign and approve work, support professional growth, manage team and individual development plans, provide ongoing training, and coach and perform disciplinary actions. Must be able to support diverse team members.

    Community Relations:

    • Respond to non-emergency requests for assistance from all members of the OHSU community, including patients, staff, students, visitors, and others in/on, or in close proximity to OHSU facilities and/or property. Requests may include, but are not limited to, the following:
      • Assisting motorists with jump starts, emergency fuel, lost or stolen vehicles, vehicle accidents, etc.
      • Assisting persons needing information about OHSU facilities, parking, access, directions, etc.
    • Provides bilingual and cultural relevant support as needed by customers.
    • Providing security assessments for facilities or personal safety concerns.
    • Escorting persons with specific safety concerns and/or as requested and appropriate.
    • Locking/Unlocking facilities upon authorized request or according to DPS procedure and practices.
    • Answering general information questions from the public, staff, or students concerning security regulations, building locations and campus activities.
    • Provide helpful community relations, customer service, and pro-active reporting functions with the DPS staff and customers throughout OHSU, including, but not limited to, the following:
      • Inform the appropriate department(s) of any problems noticed, changes in conditions, possible/actual interruptions of services, unsafe conditions, and any potential/actual unsafe condition.
      • Actively develop strong, productive working relationships with key individuals in all areas of the University by initiating non-crisis contacts whenever possible.
      • Interact with all community members in a professional, courteous, and inclusive manner that reflects positively on the DPS and OHSU.
      • Demonstrate the Community Oriented Policing (COP) and Problem Oriented Policing (POP) philosophy when working with the OHSU communities and surrounding neighborhoods and other groups to solve common problems.
      • Trains and ensures officers are using COP and POP when appropriate.
      • Works to build community partnerships.
      • Employs the SARA model for problem solving.
      • Attends cultural competency lecture series, events, and activities as organized by the Center for Diversity & Inclusion and also organizes officers to attend.

    Incident Response & Investigation:

    • Assure a safe environment for the entire OHSU community by responding to and/or investigating the following:
      • Calls for assistance, reported or observed crimes, alarm activations, fires, hazardous materials, observed conditions that could negatively impact the University’s operations, and other situations as appropriate, when dispatched, or when directed by a supervisor.
    • Take all reasonable actions to prevent injury, damage, or loss due to emergency or other situations until the appropriate responders arrive. Act within the scope of his/her training and experience and call for assistance when confronted with situations beyond his/her training, experience, knowledge, or authority. Show self-motivation and initiative in handling and dealing with emerging safety and security problems, including taking proactive actions to prevent problems whenever possible. Protect the scene and evidence related to any actual or potential crime, injury, or significant violation of OHSU policy. Perform proactive security checks of OHSU facilities, parking areas, grounds, and access routes to OHSU facilities.
    • Respond to and monitor helicopter landings/takeoffs and emergency responders as required. Assist with uncooperative, disruptive, and/or dangerous persons as requested by staff or appropriate to the situation, including assisting with restraints, seclusion, and administration of medical care as directed by medical staff. Respond to medical emergencies and campus injuries, render immediate first aid according to training and skills, and request appropriate assistance.
    • Prepare timely, complete, accurate reports as appropriate and in accordance with all applicable policies, procedures, accepted practices, and requests from DPS management and/or law enforcement. Observe, stop, detain, question, arrest, search, and/or transport persons suspected of criminal activity, and/or investigate suspected criminal activity related to OHSU, in accordance with applicable state law and OHSU guidelines.

    Record Keeping & Reporting:

    • Prepare all forms and reports necessary to process enforcement actions against violators.
    • Completes all documentation required to document safety and security issues; maintains accurate notebook and personal records.
    • Frequently update Campus Dispatch on activities.
    • Interact with prosecutors and ensure professional presentation of OHSU Police cases.
    • Ensure any appropriate documentation is entered into training files, internal investigation files, use of force files or personnel files. Ensure such files are maintained consistent with policy and procedure.
    • Complete officer evaluations during Field Training and Evaluation as assigned and annual evaluations thereafter.
    • Complete periodic meetings, evaluations and feedback to officers.
    • Tracks time off requests and makes recommendation to lieutenant for approval or denial for time off based on shift coverage.
    • Maintain shift schedules and daily assignments for all officers, assign shift days, hours and geographic assignments, assign and authorize overtime and minimum staffing, and manage all other aspects of officer scheduling. .

    Patrol Duties:

    • Patrols assigned areas on foot and by vehicle, or by other means as appropriate; observes persons and conditions and provides assistance when necessary (e.g. information, access to buildings, late night escort, motorist assistance, etc.).
    • Observes, reports, and acts on conditions conducive to crime and danger (e.g. building checks, suspicious persons, etc.).
    • Responds to emergency calls for assistance, determines the nature of an incident, and takes any necessary and prudent action.
    • Enforces local, state, and federal laws and ordinances and university rules and policies.
    • Enforces vehicle operation and parking regulations and identifies and assists with vehicular hazards and emergencies.
    • Issues citations or makes arrests as warranted by circumstances
    • Physically detains law violators and uses physical force as necessary to protect self and others, prevent escape, and affect arrest.
    • Serves and enforces civil processes issued by the courts including restraining orders and subpoenas.
    • Serves arrest and search warrants.
    • Operates an emergency vehicle.

    Law Enforcement Duties:

    • Participates in details as part of university and outside events.
    • Provides law enforcement services to all OHSU facilities.
    • Educates the campus community on crime prevention, violence prevention, and relevant laws and ordinances.
    • Prepares reports on damage to property; escorts cash, hazardous materials, and dangerous persons to, from, and on campus
    • Provides first aid or first response to medical emergencies and dire emergencies.
    • Also provides law enforcement services to OHSU events and/or staff outside of OHSU facilities and/or campuses as appropriate.

    Miscellaneous Duties:

    • Participates in a variety of special on-campus and regional assignments and training and acquires additional certifications and prepares training for staff and the campus community.

    Required Qualifications

    • High school diploma or equivalent.
    • Minimum of three years of police officer experience; AND
    • At least one year of law enforcement first line supervisor or sergeant work experience, performing supervisory duties, such as performance evaluations, coaching/counseling, disciplinary action, direction of work, etc.; OR
    • Minimum of three years of OHSU Public Safety experience AND be currently certified as an Oregon police officer.
    • Successful passing of medical, psychological testing and thorough background check.
    • United States citizenship
    • Intermediate level of proficiency with computer programs and applications such as Microsoft Office Suite, CAD system, etc.
    • Excellent oral and written communication skills.
    • Excellent customer service skills and professionalism.
    • Demonstrated experience working with individuals with diverse and cultural backgrounds.
    • Cultural competency and ability to accept and relate to diverse populations.
    • Includes the ability to interact effectively with people of diverse cultures/ethnic backgrounds.  Cultural competence includes the awareness of one’s own cultural worldview, attitude towards cultural differences, knowledge of different cultural practices and worldviews, and cross-cultural skills.  Must have the ability to understand, communicate with, and effectively interact with people across cultures.
    • Ability to exercise independent judgment and make quick, sound decisions.
    • Ability to learn Oregon Revised Statues. Understanding and application of Federal Law.
    • Strong interpersonal communication skills for working professionally and courteously with all customers, including patients.
    • Possession of DPSST Basic Police Officer certification or other police certification if from out of state.
    • Valid driver’s license with an acceptable driving record in accordance with OHSU policy.
    • CPR and FirstAid certification within six months of hire.
    • OHSU required training within 12 months of hire.
    • Compliance with Code of Conduct, Respect in the workplace and Applicable policies, procedures and agreements related to position, department or OHSU as a whole

    Preferred Qualifications

    • Completion of college level coursework in criminal justice, public administration, psychology or related subjects

    • Experience working with patients including aging and mentally ill population.

      Multilingual and/or Bilingual proficiency through speaking, writing or signing. Spanish and Russian preferable.

    • Completion of DPSST Supervisory certificate or equivalent if from out of state

    • Completion of DPSST Supervision Course and/or Oregon DPSST Supervisory Certificate or equivalent

    Additional Details

    Salary Range: $43.17 - $68.95 per hour

    • This position works both inside and outside of buildings and may include inclement weather conditions. The work hours may include any hours and any days of the week, depending on collective bargaining rules (when applicable), assignment of the Director or his designee, and need of the department.
    • Must be able to lift and carry at least 30 lbs. individually and 50-100 lbs jointly. Must be physically fit to perform essential functions of the job, which include walking long distances, running and climbing stairs. Must be able to operate a motor vehicle. Must pass physical, medical and psychological requirements of the position.
