Police Sergeant is responsible for supervising patrol officers and agents as assigned and maintaining the chain of command within the operations of the department. Responsible for developing training programs for department personnel, directing special units, preparing special reports or projects as assigned, receiving and reviewing reports from officers, and assigning personnel in accordance to specific needs. Being a Police Sergeant requires a bachelor's degree in criminal justice and/or additional certifications and at least 5-7 years of law enforcement experience. Typically reports to a chief of police, captain, or lieutenant. The Police Sergeant manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Police Sergeant typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • This position provides leadership and supervision of assigned officers and civilian personnel to ensure effective and efficient delivery of law enforcement services within the context of goals and objectives outlined by the department. The Sergeant’s perform a variety of job responsibilities, including supporting patrol functions, investigations, recruitment, community engagement, and ensuring the belonging of employees and residents under guidance of the City’s Welcome Statement.  

    • Lateral Incentive:

    • $5,000 – Completion of FTO

    • $5,000 – Completion of Probationary Period (typically one year)

    • Increased Starting Wage: 

    • 1-2 Full Years of Sergeant Experience = Step 3 ($101k annually education and other benefits)

    • 3-5 Years of Experience as a Sergeant – Step 4 or 5 ($106-$111k education and other benefits)

    • 5 years Experience as a Sergeant – Step 6 or 7 ($116k - 122k education and other benefits)

    Essential Duties and Responsibilities  

    Reasonable accommodations may be made to enable individuals to perform these essential functions: 

    • Lead community engagement efforts to develop and maintain trusting relationships with community members, residents, business owners, etc.  

    • Actively patrol City streets, parks, and commercial and residential areas to preserve peace, enforce laws, assist with vehicular traffic, assist individuals with service-oriented activities, and respond to reported calls/incidents. 

    • Provide direct supervision of Police Officers and assigned staff, including the training and development of new officers and scheduling and coordinating ongoing day-to-day assignments. 

    • Conduct ongoing performance evaluation of subordinate officers, including reviewing reports, directly observing officers, providing job coaching, and documenting corrective and disciplinary actions to ensure compliance with departmental and City policies.  

    • Commit to and support police offer progressions through diversity, equity, and inclusion trainings and initiatives, including participating in restorative practices.  

    • Participate in investigations of criminal law violations, including making tactical plans, obtaining evidence and compiling data, preparing cases for filing of charges, testifying in court, and any other activities as needed.  

    • Fulfill administrative responsibilities including preparing a variety of written reports, maintaining department equipment, supplies, and facilities, and assisting with preparation and administration of department budget. 

    • Work closely with City staff, external law enforcement agencies, the City prosecuting attorney, and Attorney General’s office on a variety of law enforcement activities. 

    • Make recommendations for improvements to equipment, facilities, department programs, policies, and procedures, as well as innovative strategies for managing on-going crime-related problems in the community.  

    • May act as a liaison with community groups and serve as a members of employee committees. 

    • Carry out duties in conformance with Federal, State, County, and City laws and ordinances.

    Minimum Qualifications 

    • Minimum of four years of working experience as a licensed Police Officer and currently working in the position of the Sergeant rank or higher 

    • Current Minnesota POST Board License or reciprocity. 

    • A valid MN Driver’s License.  

    • Experience working positively and collaboratively with the community. 

    • Demonstrated commitment to community policing values and diversity, equity, and inclusion initiatives.  

    • Demonstrated knowledge of modern law enforcement principals, procedures, techniques, and equipment. 

    • Ability to operate computers and software including word processing, e-mail, and police records systems and other required software programs. 

    • Ability to complete the job responsibilities with or without reasonable accommodations. 

    Desired Qualifications 

    • Knowledge and experience with enforcing applicable laws, ordinances, and department rules and regulations. 

    • Previous supervisory experience, or experience leading department training such as field training, defensive tactics, etc.  

    • Ability to operate police squad, radio, radar, handgun and other weapons as required, baton, handcuffs, and first aid equipment.

    Work Environment & Physical Demands 

    Work is conducted indoors and outdoors, subject to both inside and outside conditions. Employee is subject to distracting noises, including radio, firearms, alarms, and citizen activity. Responsibilities involve supervision of police activities in detention, crime prevention and criminal investigation, and assuming command in critical situations, which can lead to exposure of contagious diseases and to hazardous situations that can lead to serious injury or death.

    • Regularly read and interpret documents and other written material.

    • Frequently traverse around the City, on foot, in a motor vehicle, or other City transportation mechanism.  

    • Regularly operate computers and other office equipment, such as a copy machine, printer, and telephone, as well as equipment/tools consistently found in law enforcement, including radar, radios, emergency medical gear, firearms, handcuffs, and tasers. 

    • Occasionally move or transport items weighing up to 100 pounds.
