Police Sergeant is responsible for supervising patrol officers and agents as assigned and maintaining the chain of command within the operations of the department. Responsible for developing training programs for department personnel, directing special units, preparing special reports or projects as assigned, receiving and reviewing reports from officers, and assigning personnel in accordance to specific needs. Being a Police Sergeant requires a bachelor's degree in criminal justice and/or additional certifications and at least 5-7 years of law enforcement experience. Typically reports to a chief of police, captain, or lieutenant. The Police Sergeant manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Police Sergeant typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     SUMMARY OF DUTIES :

    This position supervises officers in the "completion of their duties and to provide assistance to APD Command or his / her designee.

    This position also is responsible for safety and protection of all persons and property and the enforcement of federal, state, and local laws.

    • Demonstrates a working knowledge of and ensures subordinate compliance with corporate and departmental rules, regulations, and policies.
    • Supervises police staff.
    • Enforces Federal, State and Local laws; takes police action as required to protect passengers, employees, members of the public and corporate property.
    • Conducts roll call and holds meetings as needed; inspects Police Officers for appearance, readiness, and preparation for duty;

    equipment and briefs officers on prior shifts activity; designates officer’s assignments, disseminates information (ex. crime information, safety hazards or conditions, DRCTM, training or other relevant orders and bulletins).

    • Receives and / or investigates complaints or allegations of misconduct against employees of the department and handles accordingly.
    • Notes conditions which may affect public safety and takes appropriate action to assure that persons and property are safeguarded, and good order is maintained.
    • Monitors and supervises all police activity in and outside of station, including right-of-way patrol and provides direction in emergency or unusual circumstances.
    • Assigns / alters work duties, patrol vehicles, and patrol areas, approves schedule changes and adjusts staffing requirements accordingly.
    • Reviews and approves officer’s written reports through the RMS system.
    • Takes immediate corrective action, when informed of or observing unsafe acts of employees.
    • Initiates productive lines of communication with other Amtrak departments, outside agencies and miscellaneous groups.
    • Interacts with employees and the public in a professional manner.
    • Demonstrates command presence.
    • Evaluates performance of officers; provides career counseling and recommends training.
    • Prepares reports as required, keeps Command advised of unusual situations and performs duties as assigned.

    COMPENSATION AND BENEFITS :

    Annual : 5 Year Lateral (First Year at 95%) $137,046, After 1 year probation $144,259, Top Step (100%) $159,042.

    ESSENTIAL FUNCTIONS :

    Safety : The incumbent acts to establish safety as an integral and continuous part of all processes and procedures. The incumbent recognizes and acts upon the premise that safety is a responsibility of all employees.

    The incumbent identifies hazards and acts pro-actively to protect employees and the public. The incumbent develops and maintains rail security partnerships related to Operation Lifesaver outreach programs.

    Enforcement / Investigation / Patrol : The incumbent conducts preliminary investigation / takes enforcement action, when necessary, according to established law and departmental standards.

    The incumbent performs patrol related duties to include responding to calls for service, and assisting passengers, patrons, and employees, of the corporation.

    Administrative Activities : The incumbent submits grammatically correct, legibly written reports and memoranda on a timely basis.

    The incumbent maintains required investigation files. The incumbent assists by making recommendations as to staffing levels, schedule changes, use of sick time, and analyzes vehicle maintenance and other administrative procedures and activities related to unit.

    Supervisory Activities : The incumbent monitors the performance of subordinates and makes corrections / recommendations when deficiencies-are noted.

    The incumbent inspects subordinates for fitness for duty, conducts and / or monitors roll calls, and inspects equipment / vehicles for operational readiness and safety.

    The incumbent also keeps commander apprised of unusual circumstances.

    Communication : The incumbent maintains a regular line of communication with law enforcement, judicial, and administrative groups and develops liaison-when possible.

    Employee testimony in court or administrative hearing is clear and provides all relevant information. Incumbent keeps supervisor abreast of condition, which could impact upon police operations.

    Incumbent notifies victim and witness on court and administrative activities.

    Training : The incumbent maintains a regular line of communication with law enforcement, judicial, and administrative groups and develops liaison-when possible.

    Employee testimony in court or administrative hearing is clear and provides all relevant information. Incumbent keeps supervisor abreast of condition, which could impact upon police operations.

    Incumbent notifies victim and witness on court and administrative activities.

    Employee Performance Appraisal : The incumbent participates in the performance appraisal process according to established procedures.

    The incumbent presents timely and accurate appraisals of subordinates.

    Customer Oriented Policing : The incumbent actively displays the Customer Oriented Policing philosophy by developing partnerships with customers and applying problem-solving techniques in the consistent delivery of quality police service.

    MINIMUM QUALIFICATIONS :

    • Seeking laterals and recently retired law enforcement professionals.
    • Must have successfully completed the Basic Law Enforcement Academy or the Basic Law Enforcement Equivalency Academy required by the Washington State Criminal Justice Training Commission.
    • Active and recently retired Washington Police Officers are encouraged to apply.
    • Must be a United States citizen or meet the immigration requirements in the state where they will hold a railroad police officer commission.
    • Must be 21 years of age.
    • Must possess a valid driver’s license at time of appointment.
    • Highschool diploma or GED.
    • Must be able to pass all components of the police application process including : a physical agility test, an interview, a psychological examination and an in-depth background investigation and a job-related physical examination.
    • Ability to obtain a railroad police commission from the State of Washington.

    PREFERRED QUALIFICATIONS :

    • Management : Skill in setting goals, planning, organizing, coordinating, controlling, delegating, and driving results through subordinates and other diverse Amtrak and non-Amtrak stakeholders.
    • Problem Solving : Poise under emergency and non-emergency conditions.
    • Experience in planning, resourcing, coordinating, and executing performance-oriented training.
    • Experience in managing personnel, travel, budgeting, and procurement support disciplines.
    • Experience in performing liaison duties with other agencies.

    COMMUNICATIONS AND INTERPERSONAL SKILLS :

    Must have excellent oral and written communication skills.
