  • This position responds to internal and external requests for police data, including reports, accident reports, and criminal histories; conducts Judicial Review processing of reports and validates names and addresses in PIMS (records management system) for data quality. The position assists Investigators, court, and County/City attorneys with transcription and other clerical duties and performs clerical and technical work that directly supports Sworn Police Officers. This position accesses and compiles numerous official files, documents, records, reports, and information MPD holds. Record Unit employee is required in their official duties to stay consistent with state and federal statutes. This position provides public-facing service at the Public Service Building (PSB) and serves as a receptionist for the investigative units at the PSB.

    WORK LOCATION:
    This position currently works on-site only.  

    SALARY:
    Anticipated starting salary range: $27.21 - $33.08/hour, depending on qualifications.  
    • Prioritize and manage work assigned: Provide customer service via service counter (2nd /8th floors PSB), email, and phone. Use US Mail/faxes/email/City’s online Open City portal for law enforcement data. 
    • Generate crash accidents, police incidents, 911 incident detail reports, and other reports within compliance with MPD, city, state, and federal statutes and laws. 
    • Act as liaison with the public, investigators, insurance agencies, and other entities by electronic mail, telephone, US Mail, fax, instant messenger, and other communication devices. 
    • Make decisions on the proper data redaction by legal guidelines and unit and department policies. Follow up to ensure completeness and accuracy of response to requests. Respond to challenges to what has and has not been provided. 
    • Validate data in PIMS so reports can be viewed by other department personnel. Update status in PIMS upon notification from an accepted authority, including changing codes to reflect booking documents and criminal history. Create PIMS reports from outside agency documents, for example, Child Abuse and Domestic Assault Units. Enter interviews into PIMS conducted by officers and investigators with individuals in a report. Enter citizen's property loss inventory information into PIMS. Create and enter all Arson reports from the Minneapolis Fire Department for the MPD Arson Unit. Scan insurance letters and other correspondence into PIMS. 
    • Receive, redact, file, and disseminate law enforcement data by the MN Data Practices Act, local and federal statutes, and Police Department policies and procedures. 
    • Conduct national (CJIS/NCIC) criminal database searches upon request from investigators. Check-in CJIS/NCIC for data requests for Minneapolis Police data from other law enforcement agencies locally or nationally. 
    • Provide transcription of audio/visual (Body Worn Camera) interviews of parties involved in criminal cases and for other investigative units/precinct property crimes investigators, County/City Attorney Offices that have a strict court deadline for trials. Transcribe 911 calls. 
    • Judicial Review – preparing required paperwork every weekend and on city-recognized holidays for court for in-custody arrests. 
    • Create WAV files from Winscribe (a department repository of stored electronic interviews recorded from a digital recorder) for investigators and the County/City Attorney’s Office promptly. 
    • Notarize and certify appropriate documents for public requests (Immigration, Clearance Letters, and Hennepin County Child Protection) and Judicial Review paperwork to indicate that this is an official document from the MPD records management system (PIMS/CAPRS Legacy). 
    • Adapt to ever-changing technology and MN State Statutes and redacting guidelines from City
    • Attorney and City Clerk’s Offices (Responsible Authority for the City of Mpls.). 
    • Ensure effective job organization and ability to multitask in a fast-paced environment. 
    • Conduct research through multiple record management systems and police-related databases to fulfill requests. 
    • Keep statistics on work assigned/completed. 
    • Maintain booking sheet records by manually entering the data from the HCJ Booking Sheets daily with the Arrested Party’s record in PIMS. 
    • Records Management System failures require Records Unit employees to manually and expeditiously enter sworn officers' police reports received via emails. 
    • Access the court database to decipher the status of an MPD court case to determine what can/cannot be released for the police report following state statutes. 
    • Distribute all inter-office and US Mail received for the Police Department. Maintain employee roster for mail distribution. 
    • Review monthly lists of deceased names from the Medical Examiner’s Office to cross-check with our records management system and arrest files to provide to the FBI. 
    • Investigate and clear names from the Bureau of Criminal Apprehension (BCA) Agency Interface Suspense database, either from no fingerprints taken or incorrect/invalid entries from the district court, jail records, or MPD officer(s). 
    • Manually enter key-specific data from expungement orders from petitioners into a SharePoint site. 
    • Assist with the 3x5 card project, which involves checking CAPRS Legacy and PIMS records management systems for the existence of an adult arrested party by MPD’s unique assigned identifying number. 
    • Respond to special project requests from internal MPD sworn personnel. 
    • Scan police department-related files as required.
    MINIMUM EDUCATION:  
    Requires one year of post-high School education in criminal justice or related.

    MINIMUM EXPERIENCE:
    Two years of related experience.

    EQUIVALENCY:
    An equivalent combination of education and highly related experience in a similar environment may be considered.

    LICENSES/CERTIFICATIONS:
    BCA (Bureau of Criminal Apprehension) and DVS (Driver Vehicle Service) certifications are preferred.

    SELECTION PROCESS:
    The selection process will consist of the following steps: a rating of relevant education (100%). It is important that your application show all the relevant education and experience you possess. A submitted application is also used to verify the answers to any supplemental questions.  Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. 

    BACKGROUND CHECK:
    The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position.  

    DRUG AND ALCOHOL TESTING:
    All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made.  Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing.  Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.
