JOB SUMMARY
The job duties of the Police Lieutenant include but are not limited to serving in the Lieutenant role/rank of any bureau (Operations or Support Services) or Division (Patrol or Special Operations) within the DCPD. As line supervisors, Sergeants report to a Lieutenant, and the Lieutenant reports to the Captain. As such, a Lieutenant may serve as Captain in his/her absence.
DUTIES AND RESPONSIBILITIES
The following are the performance expectations of the City along with examples of how the expectation relates to the position of a Police Lieutenant assigned to the Patrol Bureau. This is not an exhaustive list of job responsibilities and therefore, other duties may be assigned:

Expectation to:
- Maintain communicative availability to superiors and subordinates, both on and off duty, unless on authorized leave.
- Management of the Patrol Bureau.
- Supervision of personnel including Patrol Sergeants, Patrol Corporals, Patrol Officers and Community Service Officers.
- Assume street supervision when line supervisors are unavailable.
- Review subordinates’ affidavits and cases for completeness and quality assurance.
- Facilitate shift assignments in accordance with established practice and department needs.
- Complete performance evaluations on subordinate employees.
- Arrange staffing and operations plans for special assignments i.e.: traffic unit, UWA, DCHS, parades, events etc.
- Review subordinate’s timesheets for accuracy and appropriate time management [O.T. v. flex time].
- Attend project and city required meetings i.e. City-wide safety meeting, LEPC, fireworks committee, dispatch review board, Administrative staff, Sergeant staff, etc.
- Keep minutes for all department meetings and post them accordingly.
- Respond to major crime scenes.
- Oversee police response to ensure critical tasks are performed lawfully and according to dept. policy.
- Investigate both internal or external complaints about police policy or conduct.
- Maintain standard operating procedures for Patrol Bureau.
- Including Use of Force Reviews
- Acquisition of equipment for the Patrol Division i.e. uniforms, boots, vests, etc.
- Care and tracking of equipment assigned to the Patrol Bureau
- Including all vehicle equipment and field equipment.
- All surplus equipment i.e.: uniforms and utility equipment, firearms, vehicle equipment, tasers, flashlights, PBTs, tint meters, sound meters, night vision etc..
- Maintenance of vehicles assigned to the Patrol fleet [and auxiliary] including tracking mileage and coordinating routine maintenance performed by the City Shop or outsourced, as necessary.
- Maintain adequate stock of consumable supplies i.e.: Medical kit supplies, hand sanitizer, accident marking paint/chalk etc.
- Ensure equipment issued to assigned personnel is recorded in the department inventory system.
- Utilize the LEA Equipment database.
- Utilize the LEA Administrative database.
- Record all: verbal counsels, complaints [minor or IA], at-a-boys and vehicle accidents.
- Coordinate all accident review boards and document accordingly.
- Completes internal investigations assigned by the Chief of Police.
- Payment of bills in the acquisition of equipment and supplies for the Patrol Division.
- Supervision of the Field Training Officers and Recruits.
- Review of reports generated in the Field Training Program.
- LT ride out for the Field Training Program release recommendation.
Supports the operations of the department by:

- Reports all accidents to the appropriate individual. Follows all policies for reporting, investigating, and follow-up of equipment incidents, or personal injuries.

QUALIFICATION REQUIREMENTS
To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.
EDUCATION AND/OR EXPERIENCE
- Meet and maintain the Kansas Statutory minimum requirements for Peace Officer hiring and certification, as defined in K.S.A.74-5605; and amendments thereto.
- Record of qualifying training meeting minimum training for eligibility as listed in DCPD Policy 214; Promotional Process.

- Interview and Interrogation 24 hours
- Minimum of seven (7) years of commissioned police experience. Qualifying lateral experience (in-state or out) included.
- Minimum of two (2) years’ experience at the rank of sergeant or above. Qualifying lateral experience (in-state or out) included.
- Kansas Law Enforcement Certification, or the ability to acquire certification in the state of Kansas.
- A valid Kansas motor vehicle operator’s license, or the ability to acquire a Kansas motor vehicle operator’s license within 30 days of residence within the state of Kansas.
- Good driving record.
SKILLS AND ABILITIES
- Ability to maintain a professional manner when dealing with the public.
- Ability to take control of situations, dictating subordinate activities in a responsible manner.
- Ability to respond to complaints and grievances.
- Ability to comprehend, retain and apply City and state policies and legislation, (i.e., City ordinances, procedure manuals, etc…).
- Ability to operate various types of equipment – standard office equipment, computer, and related software. Two-way Radio. Other equipment/apparatus could be required.
LANGUAGE SKILLS
- Ability to communicate effectively with other members of the staff, supervisor, and the public.
- Ability to communicate in both written and verbal form.
- Ability to interpret and implement City policies and procedures, along with department policies and procedures; written instructions, general correspondence; Federal, State, City, and local regulations; MSDS sheets, safety manuals; and warning labels.
MATHEMATICAL SKILLS
- Ability to calculate basic mathematical calculations.

Physical Environment:
- The duties of this job include physical activities such as stooping, kneeling, standing, reaching, walking, running, lifting and/or move (up to 50 pounds), climbing, grasping, talking, hearing/listening, seeing/observing, and repetitive motions.
- Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus.
Work Environment:
- Work is performed both indoors and outdoors often in cold or inclement weather.
- Work is occasionally performed during all hours of the day and night including on weekends and holidays.
- Performance of some tasks exposes Police Captains to the possibility of physical injury, to hazardous materials and to violent or disturbed individuals.
Preferred Qualifications
- Associate degree in a criminal justice or related field.
- Minimum of three years of commissioned law enforcement supervisory experience.
