Plant Superintendent supervises and coordinates workers' activities in all phases of plant operations. Develops and manages production and maintenance schedules to meet internal volume, cost, and quality goals. Being a Plant Superintendent utilizes operational metrics to analyze productivity, identify issues, and achieve production goals. Troubleshoots operational, materials, equipment, and staffing problems and coordinates solutions. Additionally, Plant Superintendent implements plant safety and security inspections, auditing, and training procedures to meet OSHA and other required regulations. Typically requires a bachelor's degree in manufacturing engineering or equivalent. Typically reports to a director. The Plant Superintendent manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions.   • The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000 students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470 early childhood facilities, 250 schools, 60 local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.

    The Program Manager will serve as the Academic Acceleration Manager position and is located in OSSE’s Division of Teaching and Learning, within the Core Content team. The Core Content team focuses on providing training, technical assistance, and professional development to DC local education agencies (LEAs) in order to ensure all students, have the opportunity to excel. The Academic Acceleration Manager will be responsible for developing professional development plans, use of data, research, and best practices to advance equitable strategies that ultimately lead to academic success for all students in all DC classrooms. In doing so, the Manager will steward financial resources, oversee initiatives, and iterate to improve effectiveness and efficacy, while ensuring alignment with agency priorities. The Academic Acceleration Manager will report to the Director of Academic Excellence.

    Duties and Responsibilities

    The Academic Acceleration Manager will: provide direct supervision, guidance, mentoring and coaching to direct reports within the Division of Teaching and Learning, enabling individuals on the team to grow in their skills and achieve ambitious goals; oversee policy initiatives related to educator professional development (e.g., Dyslexia legislation implementation) in alignment with agency and division priorities; develop, supervise, and implement state-level strategies that lead towards improved academic outcomes for all DC students, with a particular emphasis on meeting the needs of students who are furthest from opportunity; and advise leadership on mandated programming and make proposals for new professional learning content and guidance related to existing programs.

    Additionally, the Academic Acceleration Manager will: ensure coherence across OSSE’s instructional specialist workstreams, with a specific focus on monitoring and evaluating LEA instructional improvement cycles (including possible school visits, classroom observations, professional development, and content support) and connects stakeholders to resources, information and research from within the agency, and across the education sector to help schools and systems solve targeted instructional challenges.

    Qualifications and Education

    Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

    Demonstrated experience designing instructional training opportunities for adult learners (i.e., the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness validating training materials, and evaluating training) and experience in preparing and presenting recommendations and solutions regarding complex issues based on analysis and evaluation is preferred. A four-year Bachelors’ or advanced professional degree from an accredited college or university and at least five (5) years of experience teaching or leading in a school or local educational agency (LEA) is recommended.

    Duration of Appointment: This is an Education Service (ES), “At-Will” Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

    Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.

    Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

    Residency Preference: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.

    If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eight (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
