Plant Manager directs a plant or production facility's overall operations. Sets and implements policies and procedures that guide plant operations' productivity, quality, and cost efficiency. Being a Plant Manager utilizes operational metrics to analyze productivity and set performance targets to achieve production goals. Develops and deploys manufacturing practices focused on quality and continuous improvement. Additionally, Plant Manager develops and implements plant safety and security inspections, auditing, and training procedures to meet OSHA and other required regulations. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.     Bechtel Plant Machinery, Inc. (BPMI) is seeking a Security Operations Unit Manager I for its Monroeville, PA location, which is located just a few miles from Pittsburgh.

    Bechtel Plant Machinery, Inc. (BPMI) is a project engineering organization supporting the Naval Nuclear Propulsion Program. BPMI provides design, manufacturing, supply chain management, and field support of nuclear power plant components installed in submarines and aircraft carriers. In addition, BPMI provides upgraded replacement components in support of refueling and overhaul activities, and aids in the ultimate storage and disposition of spent naval fuel. BPMI also delivers information technology and operational solutions to the Nuclear Navy, enabling them to fulfill their critical mission.

    Roles and Responsibilities

    • Development, implementation, and maintenance of a security strategy for all BPMI facilities that meets NNPP and Government requirements including conducting security investigations and enforcing policies.
    • Primary point of contact with NRLFO/NR Security for BPMI personnel and physical security issues.
    • Maintain NRLFO approved facility security plans for all BPMI sites.
    • Develop, implement, and maintain efficient processes and systems coordinated with the Security Department Shared Service for BPMI access control systems, clearance processing and badging of all BPMI employees, including visit processing (BPMI to other sites and other sites to BPMI).
    • Drive a self-assessment program and support periodic NRLFO and DOE agency reviews/audits of all BPMI security processes and facilities.
    • Primary point of contact for senior management communications regarding security awareness both within the NNPP and threats from the changing environment/world events and the development of appropriate BPMI security direction.
    • Backup Supplier Security Operations Manager and provide team members with physical security expertise in support of supplier compliance and vulnerability reviews.
    • Provide oversight and management direction of guard force operations.
    • Development and facilitation of initial new employee and annual all-hands security training in coordination with the Security Department Shared Service.
    • Oversight of contractor information in SSIMS for NNPP.
    • Maintain classification officer program at BPMI in support of a robust Information Security program.
    • Coordinate counterintelligence actions with NRLFO, NCIS, and FBI.
    • Strong communication skills to support the issuance of correspondence to the government, BPMI security policy reviews/release and overall section administration and integration with the Security Department Shared Service.
    • Establish, promote, and maintain effective relationships and communications with Security Department Shared Service, Customer, Senior Management, Prime Contractor, and shipyard personnel to achieve department and company goals and Program objectives.

    Minimum Requirements


    • Bachelor’s Degree in Business Administration, Business Management, Information Systems, Computer Science, Engineering, or related field from an accredited college or university.
    • 6 years minimum security, business, and/or engineering related experience. (An advanced degree may be considered in lieu of some year(s) of experience)
    • Fourteen (14) or more years of completed education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements.

    Preferred Requirements


    • 6 years of experience in the NNPP working with suppliers, shipyards, and processes to conduct and support the mission of managing, procuring and supporting NNPP components and fleet. In addition, experience in an enterprise wide position or shared service is preferred.
    • Working knowledge of security and information protection processes.
    • Detailed working knowledge of Naval Nuclear business across the Enterprise.
    • Master’s degree and/or masters-level coursework in a related field.
    • Demonstrated leadership skills in handling projects and work of increasing complexity and responsibility.
