    Targa Resources is seeking a highly skilled and experienced Strategic Human Resources Manager to join our team to support our Permian region. In this role, you will be responsible for driving strategic HR initiatives and partnering closely with Permian commercial and field leadership to enhance organizational effectiveness, employee engagement, and overall business performance.

    JOB FUNCTIONS AND KEY RESPONSIBILITIES:
    • Develop and implement HR strategies aligned with business objectives to support and drive organizational growth and performance.
    • Partner with field leaders to foster a positive work environment and ensure high employee morale and engagement.
    • Provide guidance and support on employee relations issues, conflict resolution, and performance management.
    • Conduct investigations of HR related issues and provide recommendations / advisement while consulting coordinating with legal resources as needed.
    • Utilize HR analytics to track key metrics and measure the effectiveness of HR programs and initiatives.
    • Analyzes workforce trends and proactively works with leadership on workforce plans and solutions to identify current and future workforce needs, skill gaps and succession planning.
    • Collaborate with leadership to identify talent gaps and develop strategies for attracting, retaining, and developing top talent in the field.
    • Provide guidance and support to local HR team to ensure consistency and alignment with company policies and practices.
    • Prepare regular reports and presentations for senior leadership on HR metrics, trends, and initiatives.
    • Provide guidance and coaching to leaders on effective leadership practices.
    • Implement effective talent management programs, including succession planning, career development, and leadership training initiatives in collaboration with the Talent Management team and strategy.
    • Continuous building of business relationships and trust to achieve and strengthen business partnership.
    • Lead change management initiatives to facilitate smooth transitions during organizational changes, such as restructuring, mergers, or process improvements.
    • Provide guidance and support to field employees and managers to ensure successful implementation of change initiatives.
    • Ensure compliance with all applicable HR laws, regulations, and company policies in field operations.
    • Implement HR policies and procedures to support organizational goals while maintaining legal and ethical standards.
    • Responsible for functional work assignments and project lead assignments
    • Provide daily operational support and guidance in relation to company policies, processes, programs, etc.
    • Conduct and stay current on miscellaneous research (Government Regulations / Legal / HR / Industry / Best Practice) as needed.
    • Other duties as assigned.
    MINIMUM ESSENTIAL QUALIFICATIONS:
    • Bachelor’s degree required (Business and / or HR disciplines preferred)
    • Master’s Degree preferred
    • Minimum of 7 years experience in a strategic HR Business Partner role
    • Strong to advanced computer skills with demonstrated experience in Microsoft office products with a focus in Excel, Word & PowerPoint
    • Ability to navigate HRIS functionalities for data process input requirements and utilization of system data and reports
    • Ability to travel to various facility locations as needed for effective client support
    • Must have excellent organizational skills including clear and succinct writing for Legal requirements and should be dependable and able to work in a fast-paced setting, multi-task, set priorities and complete tasks in a timely manner, often under pressure
    • Knowledge of employment law and government regulations that pertain to employee relations matters
    • Ability to work logically, effectively and professionally with all levels of management and with all types of employees, applicants and internal / external customers
    • Strong interpersonal skills with the ability to lead change
    • Must work well across the organization, including within the HR team
    • Strong critical thinking and analytical skills
    • Demonstration of sound judgement
    • Strong team player and influencer
    • Possess and maintain a valid driver’s license to include a safe driving record satisfactory to the company
    • Strong work ethic with demonstrated ability to work with minimum supervision under tight deadlines
    • Reliable and high degree of accountability
    • In-depth knowledge of laws affecting human resources administration is required, including equal employment opportunity laws, wage-and-hour laws and regulations, ADA and other government compliance regulations that affect HR administration and management tactics
