Job Overview:
We are seeking a highly skilled and experienced Human Resources Manager to join our team. As the Human Resources Manager, you will be responsible for overseeing all aspects of HR operations, including payroll, employee relations, recruitment, benefits administration, performance system, retirement plan, and compliance with employment labor laws. The ideal candidate will have a strong background in HR management and possess excellent communication and organizational skills.

Essential Functions:
Regular duties include the following.
1. Provide guidance on employment and labor laws as well as policies that ensure fair treatment and efficient operations. Post all required publications, forms, and rules in agency building and online.
2. Process all new-hire onboarding, including E-Verify.
3. Assist management on Human Resource issues: problems, termination, promotion, job description, and associate development.
4. Work with managers to ensure accuracy of all aspects of daily time entry and payroll processing through the One Source HRIS Platform. Complete and review HR documentation for accuracy, thoroughness and compliance with regulatory standards and financial management standards. Review files upon request with staff and supervisors on pay increases, evaluations etc.
5. Process bi-weekly payroll and reporting for all employees.
6. Develop and communicate company policies and procedures including: new hire, orientations and paperwork processing, background checks, drug screening, motor vehicle reports, I-9’s, E-Verify, enter/exit procedures and full HR onboarding into the OneSource HR platform.
7. Act as Benefits Administrator for insurance providers.
8. Maintain retirement plan by notifying eligible employees, ensuring proper documentation is in OneSource HR platform, and submitting monthly reports/remittance appropriately.
9. Process incident reports for worker compensation insurance with employer’s First Report of Injury, and claims to completion. Review claims with our Board of Worker Compensation for settlements and/ or trial cases.
10. Coach and counsel employees on job related issues and leave. Ensure that Drug Free Workplace Education is provided through monthly DFW Newsletters from the Albany Chamber of Commerce.
11. File incoming and outgoing correspondence and other necessary information and maintain current filing systems.
12. Manage the OneSource HRIS Platform, run reports, and ensure all data is updated and accurate. Train new employees & coach managers on use of the system.
13. Attend trainings and staff meetings as required.
14. Manage onboarding and exit procedures for all employees, working with IT, program managers, and AAA Director as necessary.
15. Other duties may be assigned.
Qualifications:
Knowledge: Familiar with research techniques and resources for state and local employment laws. Knowledge of and ability to work effectively with Microsoft Office Suite programs including Office 365. Must have the ability to use a computer and all other office machines. Must be able to compose letters using proper spelling and grammar.
Skills: Strong computer knowledge; ability to effectively coordinate and communicate with staff, program managers, and general public; ability to establish and sustain interpersonal interactions; ability to understand and process payroll. Skills in team building and group dynamics, problem solving, research and information gathering, and coaching/counseling. Must have excellent oral and written communication.
Education and Experience: Bachelor’s Degree in Human Resources or business-related field. Two years of full-time employment in human resources or payroll administration field.
