    • Responsible for program development, evaluation, and implementation of a comprehensive biological safety program.
    • Provide technical support and policy to ensure that APHIS meets all regulatory requirements, minimizes environmental risks, protects human health, agriculture, and environment from biological hazards
    • Provide leadership, maintain active communication, and directly interact with APHIS management, Center Directors, regulatory agencies, national trade and consumer groups, and Congress.
    • Develop, implement, and monitor the programs to control and mitigate the risk of biological hazards.
    • Serve as a recognized expert in the field of biological safety, providing consultation and advice to Federal, State, and local agencies.
    • Review, analyze, and interpret biological safety regulations and guidelines.

    FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
    • Develops, evaluates, and implements a biological safety program for a BSL-2 or higher laboratory, incorporating applicable regulations and policies.
    • Develop, coordinate, and deliver biological safety-related classroom and online training courses.
    • Develop new policies or Standard Operating Procedures to control and mitigate the risk of biological hazards that may impact the researchers, laboratory, and/or field staff.
    • Performed facility inspections of BSL-2 laboratories or higher.
    Note: There is no education substitution for this grade level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
