    JOB SUMMARY:

    The Assistant Planning Director supervises and participates in advanced, highly complex professional planning tasks related to current and long-range planning, research, and urban design; analyzes and presents planning research in written, graphic, or oral reports for use by the Planning Director, the Historic Preservation Board, Planning Commission, Board of Adjustment, and the Mayor and City Council. This position may require specialized skills in land use and transportation planning, environmental planning, urban design, community planning, historic preservation, or other specialty areas. In addition, the Assistant Planning Director may be asked to manage and supervise sections or divisions within the Planning Department. This is an at-will position.

    TYPICAL DUTIES:

    • Performs and manages complex and sensitive professional planning projects, research, and analysis to ensure implementation of the General Plan goals, objectives, and strategies.
    • Monitors and ensures compliance with the Land Management Code as well as state and federal laws.
    • Prepares professional staff reports for the Mayor, City Council, Planning Commission, Historic Preservation Board, Board of Adjustment, and other groups as assigned. 
    • Oversees specialized planning functions such as large-scale new development proposals and long-range planning initiatives.
    • Provides management of department-related planning issues, assigns work to professional staff, provides training to staff, and evaluates operations and activities of assigned responsibilities.
    • Advises the Planning Director on planning-related matters.
    • Advises various councils, boards, commissions, and elected officials in planning-related issues.
    • Manages the citizen participation process for long range plans and complex development projects; maintains required records, meeting summaries, other mandatory information; facilitates solutions with citizen councils, developers, other City departments, municipalities, counties, regional planning agencies, and the State of Utah.
    • Serves as acting Planning Director when required.
    • All other duties as assigned.

     

    MINIMUM QUALIFICATIONS:

    • Bachelor's degree in a related field such as planning, architecture, and landscape architecture.
    • 5 years of increasing responsibility and planning experience in complex projects and long-range planning. 

     

    PREFERRED QUALIFICATIONS:

    • Master’s degree in urban planning or a closely related field.
    • Experience in resort-related planning, sustainable/environmental planning, and long-range planning.
    • Computer literacy in AutoCad, GIS, Adobe Creative Suite 3, Sketch-Up, or similar.
    • American Institute of Certified Planners (AICP) certification.
    • American Planning Association (APA) member or affiliation.

     

    WORKING CONDITIONS:

    • The employee must occasionally lift and/or move up to 20 pounds and be able to perform field inspections.  
    • The employee is frequently required to observe details at close range while reviewing land use applications, building permits, and conducting on-site inspections.
    • Work is performed primarily in an office setting.
    • Some work is performed in outdoor settings, in all weather conditions including extreme temperature extremes, when required for site inspections related to planning and land use permits.
    • Occasional exposure to stressful situations when working with community members and contractors regarding land use applications and building permit applications.
    • May require small amounts of travel to and from meetings, trainings, and conferences.
    • Regular non-traditional working hours which include evening and weekend meetings.
