    SUMMARY

    The primary purpose of the Director of Planning position is to conceive, design, build, supervise, operate, construct, and maintain infrastructure projects and systems for the Confederated Tribes of Coos, Lower Umpqua, and Siuslaw Indians including roads, transportation, buildings, real estate planning (acquisition and disposal) and systems for water supply and sewage treatment. This position is responsible for the day-to-day operations of the Tribes Planning Department.

    PRINCIPAL ACTIVITIES & RESPONSIBILITIES

    • Analyze long-range plans, survey reports, maps, and other data to plan and design projects.
    • Develop, implement, and update the Tribes’ strategic, transportation, energy, development and/or master plans.
    • Develop and implement a comprehensive Tribal Land acquisition and use strategy for Tribal properties and tracts.
    • Work closely with Tribal CEO and Council to provide due diligence to ensure Tribal land acquired is assessed for condition and value while ensuring clear titles and appropriate investment return.
    • Manage Tribal real estate process including title research, deeds, public and Tribal records for use in property ownership analysis.
    • Manage land inventory, negotiate acquisition of Tribal fee-owned, and trust property.
    • Research applicable Federal, State, Tribal and Local government regulations and requirements pertaining to planning, transportation, and land use.
    • Research funding opportunities and grants related to planning, transportation, and reality.
    • Prepare grant submission, work plans, budgets, and schedules.
    • Manage Tribal projects to ensure they meet grant requirements to include procurement of services, contract negotiation and management, reporting, budgeting, invoicing, corrective action plans and closeout.
    • Prepare and/or create zoning ordinances and other land use ordinances.
    • Plan and oversee surveying operations to establish building locations, site layouts, reference points, grades, and elevations to guide construction.
    • Manage special projects, such as construction, land acquisition and development.
    • Assist in developing and implementing community and staff participation in all planning processes.
    • Act as a liaison between Tribal Departments and Tribal members regarding the Tribes strategic planning.
    • Assist in developing and implementing community and staff participation.
    • Provide oversight of Tribal Transportation program and GSA vehicles.
    • Maintain appearance standards as outlined in CTCLUSI policies.
    • Must be able to interact with Tribal members and the general public in a courteous, professional, and efficient manner.
    • Complete and maintain National Incident Management System (NIMS) training for NIMS certification as arranged by the Tribes.
    • Communicate effectively both orally and in writing.
    • Maintain a good attendance record.
    • Other duties as directed by management.

    LEVEL OF AUTHORITY & RESTRICTIONS

    • Directly supervise the Assistant Planner - Grants Specialist.
    • Directly supervise Reality Program.
    • Directly supervise Project Manager.
    • Directly supervise Transportation Coordinator

    • Must be able to undertake self-directed research and work independently.
    • Must be able to walk, talk, hear, use hands to handle, feel or operate objects, tools, or controls, and reach with hands and arms.
    • Must possess reasonable ability to communicate in English.
    • Vision abilities required by this job include close vision and the ability to adjust focus.
    • Must be required to push, pull, lift, and/or carry up to 40 pounds.

    • The noise level in the work environment is usually moderately quiet.
