Planning Director directs and oversees the patient service planning function for a hospital or healthcare system. GOVERNMENT SERVICES AND PLANNING DIRECTOR

  • Responsible for managing and directing tribal planning and development efforts in order to improve the quality of public serves provided to tribal members. This position also involves coordinating activities with other government agencies to promote effective planning and resource management. Establish operating policies and procedures, goals and objectives; analyze and recommend changes through reports and conferences with department head personnel. Develops and implement strategies to improve government services and planning efforts. Manage and direct tribal planning and development projects to ensure they are in line with established goals and objectives. Directs and supervises proper preparation of design drawings, specifications, inspection, cost estimates, and contractors, architects, and engineers to integrate and coordinate proposed construction planning, organize work programs, and resolve disputes; may participate in survey work. Coordinates with other government agencies to promote effective planning and resource management. Conduct research and analysis of economic, demographic, and land-use trends to identify potential development opportunities. Oversee the preparation of comprehensive plan updates, zoning amendment's, and other planning related documents. Develop and maintain effective working relationships with tribal officials and other government agencies and the public. Meets with members and member groups, local, state, and federal officials and consultants to explain and provide recommendations and guidance regarding long-range planning, infrastructure development, and environmental concerns. Submits progress reports to Chief Operation Officer on construction projects, development of long- and short-range work programs, and special assessment programs as well as coordinated finalized division reports. Examines proposed land use and new construction/remodeling plans for conformity to Tribal ordinances prior to issuing permits. Provides periodic updates and reports to Tribal Council. Develops and implements uniform procedures for issuing building permits, periodic inspection of work progress, and review process; prepare reports as necessary. Issues building permits and enforce related codes and ordinances such as the zoning ordinance and building code. Plans general and specific inspections; arrange for building inspections, and perform inspections as necessary. Oversee the accurate maintenance and updating of data, files, records, and address files. Prepare annual GSD Department Budget. Supervise and coordinate Environmental programs and activities. Prepare and participate in quarterly reporting of all department financials and program activities. Collaborate with the Tribal Legal Department and the BIA on an as needed basis. Coordinate with Chief Finance Officer on grant budgets tracking.

    SUPERVISION EXERCISED:

    Directs and supervises staff on a project management basis.
