Pipeline Technician is responsible for the maintenance and correct operation of an oil or gas pipeline system. Troubleshoots, tests, maintains, and repairs pipeline equipment which may include valves, operators, and filtration systems. Being a Pipeline Technician performs periodic inspections and routine maintenance on the pipeline system. Completes maintenance records, service reports, and other required documents. Additionally, Pipeline Technician requires a high school diploma or its equivalent. Typically reports to a supervisor or manager. The Pipeline Technician may require 0-1 year of general work experience. Possesses a moderate understanding of general aspects of the job.     This position is being recruited for in Anchorage or Wasilla. 

    What you will be doing:
    The Alaska Department of Environmental Conservation (ADEC), Division of Spill Prevention and Response (SPAR) is seeking to hire an Environmental Program Specialist 4 to serve as the Joint Pipeline Office (JPO) Liaison and the Prevention, Preparedness, and Response Program's Regional and Area Contingency Planner. The incumbent will be responsible for the advancement of the Program and Division’s goals through collaboration with a wide range of partner agencies and organizations.     The working environment you can expect:
    The Prevention, Preparedness and Response Program (PPR) provides meaningful opportunities to participate in the oversight of infrastructures vital to the State's interest in a flexible and family-friendly environment. The incumbent will frequently contribute to in-person as well as virtual meetings and teleconferences. Although most of the position’s functions are performed in an office setting, some travel may be required. The incumbent may be called upon to travel to remote locations to support response operations for up to two weeks at a time.
     
    With supervisor approval, hybrid telework is available upon successful completion of the probationary period – generally after 12 months of employment.

    • Funds Processing: Knowledge of methods and procedures for processing direct and reimbursable program funds (for example, automatic and funded reimbursements, interagency agreements, transfer appropriations), grants, loans, and credit programs.
    Special Note:
    • A Driver's License is Required
    • This position may include travel to remote areas of the state to participate on incident management teams for emergency spill response.
    • This position may require travel along pipeline right of ways.
    • This position may require participation in emergency response exercises.

    Minimum Qualifications

    Any combination of education and/or experience that provides the applicant with the following competencies

    • Scientific Research - Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
    • Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
    • Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
    • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

    Equivalent to those typically gained by:

    A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
    AND
    Professional experience evaluating, documenting, and monitoring environmental and socio-economic impacts of changes in the built environment or applying environmental regulations and pollution controls for damage recovery or to protect or improve environmental quality.
