Personnel Records Supervisor oversees the maintenance of employee records, including new hires, status updates, and terminations. Purpose of Classification:
The purpose of this classification is to supervise day-to-day operations and staff involved in performing payroll and personnel duties.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Supervises and performs payroll duties; reviews and enters timesheets into timekeeping system; monitors and maintains time sheet records and leave reports; prints and reviews payroll registers; and makes corrections and submits to payroll office; submits federal and state tax changes to payroll; collects, sorts and distributes paychecks; identifies and investigates existing and /or potential payroll problems; and authorizes payments and collects overpayments from employees.
Supervises and performs personnel duties; educates staff on payroll/personnel policies and procedures; and assists management and supervisors with technical and administrative issues. Prepares Family Medical Leave Act (FMLA) requests; processes FMLA and Donation of Leave requests; ensures leave is used as approved; and maintains related documentation and records.
Supervises and performs insurance duties; assists employees with understanding and electing benefits during open enrollment; receives and responds to disputes relating to benefit eligibility; processes employee enrollment forms and other benefits related documents; acts as liaison between employees and benefit coordinators; and works with various insurance vendors.
Supervises and participates in the maintenance of personnel files; notifies department supervisors when performance appraisals are due; processes paperwork and updates departmental databases for salary increases, promotions, address changes and other payroll and personnel issues; and prepares, compiles, and submits related reports.
Approves adjustments or corrections for work/leave time or Workers’ Compensation; maintains leave bank; tracks adjustments; ensures proper payment and coding; receives employee complaints and assists with problem resolution; receives and forwards information to Workers’ Compensation department; and monitors employees on- the- job injuries and exposure reports.
Coordinates hiring procedures for department; requisitions positions; prints and distributes applications; coordinates and facilitates interviews; processes new hires and forwards for approval; coordinates and conducts new employee orientation; and assists Human Resources with the physical agility procedures.
Assists with developing and implementing department plans, goals, objectives, policies and procedures; recommends strategies and changes to work methods and practices, policies, standard operating procedures, and training programs to improve department operations; monitors implementation of rules and regulations; and updates policies and procedures according to federal, state, or local legislation as required.
Assists with annual budget preparations; makes recommendations regarding staffing and equipment outlays; and monitors expenditures to ensure compliance with approved budget.
Serves as a primary contact with Human Resources, Payroll, Information Technology and Workers’ Compensation on a variety of payroll/personnel processing matters.
Minimum Qualifications: Associate’s degree in Human Resources, Finance, Business Administration, or a related field required; five years of experience in payroll or human resources; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
