Payroll Director directs all aspects of payroll processing operations. Establishes and oversees payroll processes and procedures for routine processing, tax reporting and internal financial requirements. Being a Payroll Director designs short-term and long-term strategies to achieve continuous improvement and efficiencies in payroll processing and delivery operations. Keeps stakeholders informed about the status of payroll laws and regulations and develops implementation plans for required changes to operations. Director of HR/Payroll Services
POSITION SUMMARY:
The Director of HR/Payroll Services will work closely with the facility Administrator and department heads to oversee the payroll process and serve as the HR resource for the facility. They coordinate the timely completion of payroll and assistance of developing and implementing effective HR strategy and programs.
ESSENTIAL FUNCTIONS:
1. Serve as primary HR resource in the facility
2. Responsible for monitoring and processing facility payroll process including:
• Printing and editing daily punch detail reports
• Ensuring punches are accurate
• Entering any special shift bonus’, sick, vacation, and holiday hours
• Processing any payroll changes (New Hires or Separations)
3. Enters and trains new employees into the payroll and time clock system.
4. Responsible for ensuring that applicants and new hires complete Affirmative Action paperwork and maintains the Applicant and New Hire Logs.
5. Maintains I-9 forms.
6. Maintains employee personnel files, including separate confidential medical files as required. File all personnel paperwork as needed. Conduct quarterly audits on each file for Federal and State required materials.
7. Completes reference checks on all positions as required. Responsible for inputting new employees in E-Verify and conducting criminal background checks, OIG checks, and checking the sex offender registry.
8. Conducts full-cycle recruiting for open positions.
9. Processes Employee Incident Reports and maintains files on incidents. Maintains OSHA Log. Communicates insurance carrier regarding updates and status of incidents.
10. Runs or participates in General Orientation. (Facility specific) Presents information on employee benefits and assists employees with completion of forms, as needed. Will initiate the login and assist in the on boarding of the Spotlite Benefits Program.
11. Provides employment information to state unemployment office upon request.
12. Complies with laws and regulations applicable to position and acts in accordance with Villa Healthcare’s Corporate Compliance Program.
13. Treats all residents, visitors, and staff with courtesy.
14. Attends and participates in in-service training, QAPI committees and other meetings as scheduled and directed.

· Follows and adheres to Villa's policies and procedures implementing HIPAA requirements for the privacy and security of protected health information.
19. Strictly follows policy and safeguards computer passwords and computer use authorities. Understands the importance of logging on and off the computer clinical record system and will consistently maintain all computer protocols

MINIMUM QUALIFICATIONS:
Education: Bachelor Degree or Technical Degree in HR Management.
Experience: 2-3 years of HR Management. Prior experience working in a long-term care facility a plus.
Physical Demands:
Primary activities involve driving, walking and talking. Involves sitting and standing.
Travel: Up to 10%
Working conditions: Primarily inside with well- lighted and well ventilated areas.
