Position Definition: The Payroll Specialist (Payroll Processing) shall be responsible
for assisting the Director of Human Resources.
Relationship: The Payroll Specialist (Payroll Processing) shall be directly responsible
to the Director of Human Resources.
Qualifications:
Education/Experience:
- High school diploma or GED equivalent.
- One (1) year experience with data entry.
- One (1) year experience in payroll process using electronic system, required.
- Experience with general secretarial skills, including, but not limited to, Microsoft
Office Suite, filing, data entry, customer service, and telephone skills.
Skills/Knowledge:
- Demonstrates advanced computer skills, including a thorough knowledge of
- Windows and the Microsoft Office Suite and proficient use of departmental
- computer systems.
- Demonstrates intermediate knowledge and understanding of HRIS and Payroll
- system databases.
- Demonstrates the ability to work in a team environment.
- Demonstrates secretarial skills to effectively use office equipment, including, but
- not limited to, phone system, fax machine, copier, scanner, computer, and
- calculator.
- Demonstrates the ability to maintain complete confidentiality.
- Demonstrates excellent interpersonal skills, demonstrated by patience,
- understanding, and congeniality.
- Demonstrates excellent oral and written communication skills.
- Demonstrates the ability to organize, plan, and manage job responsibilities in
- order to complete assignments with minimal supervision.

Physical:
- Ability to stand, bend, stoop, sit, lift, reach, communicate (vision, hearing, and speech), and carry or convey sufficient weight to safely and effectively carry out functions, duties, and responsibilities.
- Ability to independently ambulate in and around work locations.
- Ability to travel to and from assigned work locations without employer support.
- Ability to sit for long periods of time (3 hours).
- Ability to exhibit good manual dexterity to effectively carry out functions, duties, and responsibilities.
Authority: The Payroll Specialist (Payroll Processing) will have the authority to perform all functions listed below in accordance with established policies and procedures.
Functions/Duties/Responsibilities: To perform this job successfully, an individual must be able to perform each essential function/duty/responsibility at acceptable standards. In accordance with both state and/or federal law, reasonable accommodations will be considered upon employee request.
Essential:
- Maintains an accurate filing system.
- Ensures accurate payment processing of staff by review and confirmation of final biweekly payroll totals and confirms no invalid account numbers.
- Processes payroll and prints manual checks.
- Performs electronic transfer of net pay to payroll account.
- Uploads direct deposit file.
- Processes, calculates, and submits payment for all union, voluntary payroll deductions, support orders, tax levies, and wage attachments.
- Submits payments for all bi-weekly, monthly, and quarterly taxes to IRS, PA Department of Revenue, and Berkheimer.
- Reconciles, calculates, prepares, and submits quarterly, year end, and fiscal State Act 29 reports.
- Enters and proofs employee direct deposit information into payroll system.
- Attends monthly orientations and meets with new employees as needed.
- Enters Part-Time, Substitute, Contracted, and Emergency new hires information into payroll system as board approved.
- Calculates, updates, and maintains increases for ESPA Hourly Substitutes, Contracted, and Emergency employees.
- Provides employee wage information for employment verifications.
- Processes Domestic Relation Forms.
- Mandatory New Hire Reporting to PA Commonwealth.
- Reconciles and maintains hourly employee rate spreadsheet.
- Maintains 403(b) annual notifications, website postings, and all applicable employee 403(b) election processing.
- Updates and posts fiscal Timesheet Schedule, Transportation Timesheet Schedule, and Timesheets.
- Maintains and assists with employee ePortal accounts.
- Coordinates with Special Programs for payroll processing of ESY program.
- Maintains job functions procedures manual.
Secondary:
- Provides backup to Payroll Specialist - Timesheet Verification and Payroll Coordinator.
- Maintains and updates Human Resources-Payroll website.
- Organizes payroll report requirements for annual auditors.
