Payroll Director directs all aspects of payroll processing operations. Establishes and oversees payroll processes and procedures for routine processing, tax reporting and internal financial requirements. Keeps stakeholders informed about the status of payroll laws and regulations and develops implementation plans for required changes to operations. Additionally, Payroll Director requires a bachelor's degree. Typically reports to senior management. The Payroll Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.     SUMMARY

    Responsible for overseeing all payroll-processing procedures and payroll employees, as applicable, for The Goodman Group and its managed communities.  Develop and oversee payroll processes and procedures for routine processing, tax reporting, legal requirements and internal financial requirements.  Recommend, design & implement short-term and long-term strategies to create efficiencies in payroll processing including controls to reduce risk.  Strategies will include a business plan to centralize payroll functions where possible.  Other duties include: staying up to date on payroll laws and regulations, opening and closing new payroll companies and all associated accounts, maintaining payroll related vendor relationships, developing or updating job aides, year-end processes & filing,  employee training and support to payroll processors in the field.  The Director of Payroll will be the software administrator for the payroll system, currently ADP.

    ESSENTIAL JOB FUNCTIONS, DUTIES, AND RESPONSIBILITIES      

    Payroll Process Management and Strategy

    ·        Develop, champion, and implement a strategic vision for continuous improvement, simplification, and automation of all Payroll  processes

    ·        Manage vendor relationships to create compliant and reliable systems and processes to deliver timely and accurate payroll, taxes, and reporting.

    ·        Participate actively in acquisition and disposition activity:

    • Develop a detail payroll company onboarding and wind-up checklist – including researching payroll compliance in new states, accounts set-up or closure, set-up of new payroll company and accruals, etc.
    • Coordinate efforts with HR and Operations teams to confirm seamless transition of payroll for affected employees

    ·        Continually review and assess risk across the business and design controls to address and mitigate risk.

    ·        Resolve payroll compliance and audit issues and risk, including implementing appropriate policy and processes to field and home office employees.

    ·        Leverage reporting and analytics to measure success and identify improvement opportunities.

    ·        This position will work on special projects as needed.  The ability to take ownership of the project is critical.

     

    Help Desk and Payroll Processing Oversight

    Ensure payroll companies are following payroll procedures accurately and timely by providing the following:

    ·        Direct leadership of home office payroll team and in-direct support field payroll processes, driving accountability and development through education and efficiencies.

    ·        Ensure timely and accurate processing of all payrolls through ADP Workforce Now, by monitoring schedules and processes.

    ·        Support employees in the field through problem solving process, following standard Help Desk procedures. Position will develop, review and maintain standard procedures.

    ü  Create training manual, job aides, and checklists for team and field staff.  Create and maintain a payroll user guide for all payroll users to follow. 

    ü  Recommend and implement procedure modifications or improvements, and notify leadership of recurring issues.

    ü  Manage and oversee payroll support ticketing system to ensure questions or issues from the field are resolved timely and accurately.

    ·        Correspond regularly with ADP to research field concerns, unemployment rate changes or other updates.

    ·        Maintain solid working relationships with the field personnel, home office staff, regional support staff, and Executive Directors.

    ·        May provide back up or support to the HR Analyst in the following areas: payroll software set-up and maintenance, including but not limited to earning/deduction codes, job titles, interface to general ledger and other payroll tables.

    ·        Oversee the re-hires/transfer process within ADP Workforce Now.

     

    HR and Operations Support

    ·        This position will work with leaders in HR, Operations, Accounting and IT in facilitating and developing new strategies for payroll and timekeeping, implementation of new technologies, implementation of new procedures.

    ·        Collaborate with HR for 401(k) requirements and other health benefit deductions affecting payroll.

     

    QUALIFICATIONS, EDUCATION & EXPERIENCE

     

    Qualifications

    ·        Well versed in understanding the payroll function, including preparation, balancing, internal control and payroll taxes.

    ·        Possess a professional demeanor, including abiding by strict confidentiality. 

    ·        Ability to research payroll policies and procedures, follow instructions, and accept constructive leadership guidance.

    ·        Deal tactfully with team members at all levels of the company, including any vendors.

    ·        Ability to be flexible in a variety of situations. 

    ·        Excellent at collaboration with team members and working on their own, with minimal supervision.  

    ·        Capable of maintaining regular attendance and work extra hours when necessary.

    ·        Must be able to speak, and write in manner that is sufficient for effective communication with employees at all levels or management.

     

    Education and Experience

    ·        4-year college degree or equivalent.

    ·        15 years payroll related experience and/or training, with focus on ADP Workforce Now

    ·        10 years managing a team of employees

    ·        5 years of managing multi-state payrolls required

    ·        Possess sound judgment when planning and accomplishing goals

    ·        Have excellent project and time management skills (especially under critical deadlines)

    ·        Extremely detail-oriented and thorough

    ·        Excellent organization, statistical and analytical skills.

    ·        Proficiency in computer use including Outlook, Word and Excel.

    ·        Passion and drive to embrace and implement corporate strategy
