Payroll Director directs all aspects of payroll processing operations. Establishes and oversees payroll processes and procedures for routine processing, tax reporting and internal financial requirements. Being a Payroll Director designs short-term and long-term strategies to achieve continuous improvement and efficiencies in payroll processing and delivery operations. Keeps stakeholders informed about the status of payroll laws and regulations and develops implementation plans for required changes to operations. Additionally, Payroll Director requires a bachelor's degree. Typically reports to senior management. The Payroll Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Payroll Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     The Payroll Director is responsible for the accurate and efficient operation of the Payroll processes. This is a working manager position, responsible for the day-to-day management and execution of the two functions. Responsible for conducting audits to ensure accuracy of payroll processing and provides direction and training to the community level payroll staff. The Payroll Director works with the Controller to create and refine processes, procedure manuals and payroll/benefits policies to be used across the organization.

    Responsibilities:
    • Responsible for the master payroll and benefits data set of the company, generating reports and correcting any data issues and problems that may arise.
    • Manage and complete the work of the Payroll functions. 
    • Perform final reviews of payrolls prior to processing.
    • Address payroll issues including but not limited to uncashed payroll checks, accounting entries, data entry errors, etc.
    • Create and updates internal payroll and benefits administration processes and procedures; ensures community Business Office Managers and Area Finance Managers are trained, knowledgeable and capable of performing assigned payroll and benefits duties.
    • Conducts periodic audits as needed or directed by the Controller.
    • Reviews and approves, directly or through delegation, cash reconciliation reports, payroll vendor invoices, daily cash processing, etc.
    • Ensures wage tables, contractual wage scales, unemployment rates, workers compensation rates and other applicable payroll related deductions and rates in use are accurate.
    • Responsible for the accurate generation and distribution of employee W-2 and 1095 reports. 
    • Reconciles tax files, researches, and resolves tax notices and conflicts as needed.
    • Ensures Payroll Department compliance with applicable employment and compensation policies, procedures, rules and local, state and federal regulations; keeps self and direct reports current on regulatory changes and updates.
    • Responsible for the benefit enrollment process and ongoing benefits administration tasks designed to ensure compliance, accuracy, and employee comprehension.
    • In conjunction with the Controller, responsible for ongoing 401K administration tasks. 
    • Participate in benefit planning process. 
    • Works with HR, vendors, business office managers and community/regional leaders to ensure payroll and benefits processes meet the needs of the business.
    • May be assigned additional duties and tasks necessary to ensure the efficient and accurate processing of business payroll obligations.

    Minimum Requirements:
    • A Bachelor's degree in Accounting, Business, Human Resources, Healthcare Administration, or a related field. Five (5) years of payroll processing including three (2) years in a leadership role. Three (3) years of benefits administration experience Or, a combination of equivalent education and experience. 
    • Knowledge of payroll and benefits processes, employment laws and regulations.
    • Demonstrable accounting, math, and computer skills, including familiarity with the Microsoft Office suite of software, Payroll processing software and HRIS software.
    • Demonstrable verbal and written communication skills; problem solving, collaboration, flexibility, and confidentiality.

    Preferred Qualifications:
    • Advanced degree in Accounting or Business Administration.
    • Certified Payroll Professional (CCP) or Fundamental Payroll Certification (FCP).
    • Prior experience with HRIS and timekeeping software systems, specifically Ultipro/UKG and Kronos.
    • Prior experience administering a self-funded benefits program.
    • Must be able to follow COVID19 policy
