Payroll Director directs all aspects of payroll processing operations. Establishes and oversees payroll processes and procedures for routine processing, tax reporting and internal financial requirements. Being a Payroll Director designs short-term and long-term strategies to achieve continuous improvement and efficiencies in payroll processing and delivery operations. Keeps stakeholders informed about the status of payroll laws and regulations and develops implementation plans for required changes to operations. Additionally, Payroll Director requires a bachelor's degree. Typically reports to senior management. The Payroll Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Payroll Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training. The starting salary range represents the College’s good faith and reasonable estimate of the range of possible compensation at the time of posting.

    Job Summary
    Supervise the payroll process and ensure compliance with federal and state agencies.

    Essential Functions
    Supervises the processing of all payments and payroll deduction for employees. Supervises the balancing of computer generated and manual payroll adjustments. Reconciles payroll general ledger accounts and monitors special accounts for early retirees and faculty sabbatical. Processes early retirement payroll.

    Insures that DMACC’s pay practices comply with Fair Labor Standards, DMACC Collective Bargaining Agreements, and all federal and state regulations and guidelines. Maintains knowledge of governmental requirements and changes in regulations and laws pertaining to payroll, overtime, tax and unemployment in multiple states. Compiles and submits all annual, quarterly, monthly and semimonthly reports to federal and multiple state agencies including W-2, state income tax, unemployment tax and IPERS and FutureTracc reporting. Responsible for all correspondence and timely payment of payroll taxes to federal, state and retirement accounts. Supervises the process to monitor and notify qualified employees of eligibility to the IPERS/FutureTracc retirement system.

    Supervise payroll staff, recommend personnel actions related to hiring, compensation, performance evaluations, training, leaves, discipline, grievances, work schedules and assignments, administers personnel and related policies and procedures per the collective bargaining agreements and the EEO/AA plan.

    Tests and recommends new computer processes and enhancements. Researches and recommends solutions to programming problems to assure appropriate auditable records are maintained. Maintains the Time Reporting system, the Personnel Action form system and many other online payroll payment forms. Maintains approver queues and security levels.

    Updates payroll procedures for HR Procedures. Plans and conducts training sessions for timekeepers, supervisors and employees. Composes training materials for timekeepers, supervisors and employees. Maintains the Timekeeper website and the Payroll section of the HR website.

    Perform other duties as assigned.

    Required Qualifications
    Bachelor’s degree in accounting or related area and 7years of payroll or accounting experience in a related field including four years of supervisory experience OR Associate’s degree in accounting or related area and 9 years of payroll or accounting experience in a related field including four years of supervisory experience.

    Demonstrated knowledge of governmental payroll regulations and requirements and knowledge of general accepted accounting practices.

    Strong communication skills.

    Ability to plan, organize and manage time.

    Demonstrated ability to establish and maintain a professional working relationship with a wide variety of individuals coming from diverse backgrounds.

    Knowledge of current software applications.

    Desired Qualifications
    Experience in an educational institution.

    Certified Payroll Professional (CPP).

    Experience with an educational payroll system such as Banner, Colleague, or Ellucian product.
