Payroll Administrator is responsible for the accurate preparation, documentation, distribution and reconciliation of payroll and the administration of the payroll system. Reviews the computation of pay and associated deductions for accuracy. Being a Payroll Administrator maintains up-to-date knowledge of city, state, provincial, local, and federal legislation affecting payroll; understands and follows applicable provisions. Prepares required tax filings and other reporting. Additionally, Payroll Administrator may coordinate payroll processing with an outside service provider. Responds to and resolves any inquiries regarding paychecks or payroll reporting. Ensures payroll issues are escalated and resolved promptly. May require an associate degree or equivalent. Typically reports to a manager or head of a unit/department. The Payroll Administrator work is closely managed. Works on projects/matters of limited complexity in a support role.   • PURPOSE OF POSITION

    This position is responsible for the processing of payroll, maintenance of time keeping records, maintaining accurate set up for tax filings, along with benefit and leave administration.

    PAYROLL ADMINISTRATION

    Payroll Preparation and Processing:

    • Processes biweekly payroll including wage and overtime payments, calculations and recording of payroll deductions.
    • Makes adjustments for any payroll changes, additional earnings, new hires, etc.
    • Verifies timekeeping records, maintains time and attendance records using the electronic time management system.
    • Reviews payroll before finalizing for accuracy.

    Reporting and Reconciliation:

    • Generates and verifies all payroll reports.
    • Completes any payroll mandated reporting.
    • Prepares payroll reports for the CFO and Director of Accounting as needed.
    • Reconciles quarter and year end reports.
    • Verifies and reconciles W2s prior to issuance.

    System and Employee Maintenance:

    • Sets up garnishments and levies, processes off-cycle checks and termination checks are needed.
    • Sets up state tax IDs and unemployment accounts ensuring proper and accurate state tax filings.
    • Maintains direct deposit documentation, pre-note processes and system data.

    Training and Documents:

    • Trains Managers and staff on the time keeping system.
    • Maintains payroll documentation and files.
    • Documents and updates written payroll procedures.
    • Makes any recommendations for payroll related policies.

    BENEFIT ADMINISTRATION

    • Is the benefit expert, administering all employee and volunteer benefit programs.
    • Assists employees regarding benefit claim issues, enrollment issues, policy questions, etc.
    • Provides the HR team with employee onboarding benefit presentations for new hires.
    • Prepares and manages COBRA notices and elections.
    • Responsible for the development and execution of an Employee Wellness Program.
    • Works with brokers and the Director of HR on annual renewal and benefit changes.
    • Ensures the accuracy of all benefit enrollments in the HRIS database.
    • Accurately reconciles all monthly benefit invoices.
    • Completes annual reporting for ACA, 401K, Workers Comp, Unemployment, etc.

    LEAVE ADMINISTRATION

    • Processes and administers all leave of absence requests and disability paperwork.
    • Tracks all leaves.
    • Maintains complete and accurate records of lave and accommodation requests in accordance with legal requirements and documentation of best practices.
    • Maintains knowledge of all applicable leave and accommodation laws including the FMLA, ADA, and state and local laws.
    • Makes recommendations for any leave policies.

    QUALIFICATIONS

    • Bachelor’s degree in human resources, Business Administration, or a related field.
    • 4 years of experience with benefits and payroll.
    • SHRM-CP or PHR a plus.
    • Excellent verbal and written communication skills, conflict resolution and negotiation skills.
    • Ability to act with integrity, professionalism, and confidentiality.
    • Knowledge of employment-related laws and regulations.
    • Proficient with Microsoft Office Suite or related software.
    • Proficiency with or the ability to quickly learn the organizations HRIS and talent management systems.

The employee is regularly required to stand, walk, climb, balance, stoop, kneel, crouch or crawl. The employee will occasionally lift and/or move up to 25 pounds. All vision abilities are required to encompass close-up work. On occasion, employee must be able to tolerate and endure extended seasonal hours and maintain alertness to meet deadlines.

    Occasionally while performing the duties of this job, the employee may be exposed to machinery and moving parts, airborne particles including grain dust and hazardous materials or fumes, which may require the use of PPE. The employee may be exposed to adverse weather conditions, extended seasonal hours, high precarious places, and confined spaces. The noise level in some of the work environments may require the use of hearing protection.
