Organization Profile
The primary mission of Lutheran Church Extension Fund (LCEF) is to provide financial resources and related services for ministry, witness, and outreach of The Lutheran Church – Missouri Synod (LCMS). In so doing it shall raise funds primarily through the issuance of corporate notes and other debt instruments. Its assets shall be used exclusively for the following: To provide financing and services for the acquisition of sites; the construction of facilities; the purchase of buildings and equipment; operating expenses; professional church worker education; the residential housing needs of professional church workers; and other purposes approved by its governing board consistent with the ministry and mission of the Synod under policies approved by the Board of Directors of the Synod.
Reporting Relationship
Manager, Organizational Effectiveness reports to the Senior Vice President, Human Capital & Organizational Effectiveness.
Summary
This role within the Organizational Effectiveness team will drive results related to employee relations, performance management, employee engagement, a culture of learning and development, an engaging internship program, and succession planning.
Essential Job Functions
- Responsible for the development, implementation, administration, and evaluation of Organizational Effectiveness programs and strategies that support employee engagement and a culture of creativity, innovation, empowerment, and accountability.
- Strategically aligns programs and initiatives to the organizational goals and objectives. Offer thought leadership regarding organizational and people-related strategy and execution.
- In partnership with Organization Effectiveness team members, create effective programs in areas including recognition and rewards, employee engagement, learning and development, and overall organizational development.
- Contribute to organizational strategies such as workforce planning, performance management, organization design, change management, and impactful talent development efforts to create high performing individuals and teams.
- Develop and implement a succession planning practice that focuses on high potentials across the organization and that prepares those individuals for multiple positions through leadership development programs that align with future business needs.
- Identify opportunities to work with employees on Individual Development Plans to optimize the talents and skills of our workforce.
- Promote a culture of learning by identifying opportunities for individuals and teams to grow and progress. Assess knowledge gaps and work cross-functionally to develop and implement training solutions.
- Oversee performance management program and revise as necessary. Partner with managers to develop and execute Performance Improvement Plans and provide guidance on disciplinary action.
- Oversee employee relations process. Conduct confidential investigations and provide recommendations for timely resolution.
- Ensure legal compliance with federal, state, and local employment laws and regulations, and recommend best practices; review policies and practices to maintain compliance.
- Identify, recommend, and implement improvements to streamline processes.
- Assist with department budget preparation and monitor throughout the year.
- Assist the Senior Vice President, and support the Organizational Effectiveness team, in special projects as assigned.
- Complies with revisions made from time to time as mutually agreed upon.
Education and Experience
- Bachelor’s degree in human resources, organizational psychology, business administration or related field.
- Eight years of progressive work experience with demonstrated proficiency in all functional areas of Human Resources and Organizational Development.
- Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) certification or equivalent, preferred.
- Experience with Paycor or other Human Resources Information Systems (HRIS) to include record maintenance, document retention, and learning management system.
- Experience with employment and benefits laws.

- Exceptional verbal and written communication skills with a demonstrated ability to conduct presentations and facilitate meetings. Communicates accurately, honestly, supportively and in a timely manner.

- Ability to be an agent of change to influence teams to shift quickly as our business evolves.
- Demonstrated experience providing counsel to both management and employees.
- Strong self-organization and self-management skills. Proven capability of managing multiple priorities effectively and efficiently with ability to perform under tight deadlines. Excellent attention to detail and follow through.
